Corporate Counsel / Senior Corporate Counsel, Business Development The candidate will provide legal and strategic support for all aspects of new business generation/market expansion, with a heavy emphasis on RFP support and any related offensive or defensive protest activity. Will report to the Vice President, Assistant General Counsel, Litigation, Regulatory and Health Plan Operations. Have extensive contact with senior management and with representatives of the business units and corporate functions across the organization in multiple offices. Work with the Business Development team and other company stakeholders to assess legal and other strategic issues related to potential product and/or market expansion. Support all legal and strategic issues related to RFPs, including review and interpretation of solicitations, response preparation, quality control, compliance and other restrictions and post-award proceedings and matters. Coordinate with other in-house attorneys on legal needs and issues related to preparation for market expansion and during its implementation. Work closely with Regulatory Affairs and Government Affairs colleagues on matters relating to market expansion. Monitor and report on local developments and trends and possible impact on other markets.
Qualification and Experience
The candidate should have strong academic credentials. Must have 7+ years of experience providing legal advice related to federal and state health care/insurance/Managed Care Organizations (MCO) focused on RFP/bid analysis, response, strategy, quality control, compliance and offensive and defensive protests and other challenge activity. Experience in a similar role with or on behalf of a multi-market MCO, and Medicare and/or Medicaid and other government program health plan experience, strongly preferred. Experience in advising an MCO on post-award integration legal and strategic issues is a plus. Should be a member in good standing of a relevant State Bar. Regular travel is required.
