System Director of Compliance and Internal Audit t have primary responsibility includes oversight of system wide Compliance and Internal Audit Plans. Will be responsible for managing compliance and audit staff, consultants and audit firms, including recruitment, selection, development and performance management. Reports To Vice President, Office of Compliance and Integrity. Works to develop strong relationships across the system, serving as a content expert in health care laws and regulations such as Anti-Kickback Statute, Stark Law, IRS rebuttable presumption, Conflict of Interest Disclosures, Exclusion screening procedures, Human Subject Research, EMTALA, Beneficiary Inducement and other State and Federal non-privacy and healthcare reimbursement related laws and regulations. Advocates for compliant business practices and serves as a resource to the system regarding compliance questions and the development of a strong control environment. Prepares regular written and verbal reports summarizing corporate compliance activities for the review and approval of the VP OCI. Reports on a quarterly basis or as needed, system wide compliance activities to the appropriate Committee and Audit and Compliance Committee of the Board. Oversight of compliance investigations and inquiries with subject matter expertise in matters relating to Anti-Kickback Statute, Stark Law, IRS rebuttable presumption, Conflict of Interest Disclosures, Exclusion screening procedures, Human Subject Research, EMTALA, Beneficiary Inducement and other State and Federal non-privacy and healthcare reimbursement related laws and regulations. Review transactions and arrangements with a focus on issues that could create risk under state and federal healthcare laws. Provide general healthcare advice to all levels of staff and management on compliance and regulatory issues. Maintains system IRS Rebuttable Presumption and Stark Law related control procedures by scheduling, reviewing materials and staffing the firm Board Transaction Review Committee. Conducts compliance due diligence activities for system transactions, including mergers, acquisitions and joint venture arrangements. Addresses new and emerging compliance laws and requirements in collaboration with firm management, including the development of education materials and policies and procedures as necessary. Oversight of Internal Audit and Compliance Work Plans, including development, implementation and reporting activities for the plans. Develop, implement, promote and maintain compliance and audit policies and procedures. Coordinates response to the Office of Inspector General, Attorney General’s Office, or other governmental entities, and organization officers as necessary. Maintain current knowledge of applicable federal and state laws and other regulations and accreditation standards, and monitor compliance and audit standards and changes in regulations to ensure organizational adaptation and compliance. Participate in outside healthcare compliance organizations to stay abreast of developments and best practices within the industry. Strive to continually improve the compliance and audit function. Responsible for supervision, staff development and training of compliance and internal audit staff positions. Develop personal and departmental goals and objectives consistent with those of the firm in consultation with the VP OCAP and with input from leadership. Other duties as assigned.

Qualification and Experience

The candidate should have JD degree, MBA or other advanced degree with major coursework in business administration or health care administration. Should have 5+ years’ experience in healthcare compliance, preferably in a large Healthcare system setting. Certification in health care compliance with in-depth understanding of Anti-Kickback Statute, Stark Law, IRS rebuttable presumption, Conflict of Interest Disclosures, Exclusion screening procedures, Human Subject Research, EMTALA, Beneficiary Inducement and other State and Federal non-privacy and healthcare reimbursement related laws and regulations is required.
