Practice Counsel Duties: Contract negotiation and administration functions for a portfolio of ongoing programs and proposal efforts. Participation in front-end assessments of business pursuits, analysis of RFPs Proposal reviews and coordination Preparing proposals, offering solutions to mitigate contractual/program risks Maintaining contract files; developing negotiation strategies; understanding how terms and conditions affect prices and schedules Acting as the focal point of contact with customers for all contractual matters; assisting the programs in matters of cash collection, unbillable and over-aged billed contracts; assisting in ITAR/EAR compliance; GSA Schedule Commercial Item procurements; Intellectual Property protection; teaming agreements, NDA and Master Service Agreements negotiations and processing, and participation in various proposal reviews. Assisting in other contract related tasking as assigned.

Qualification and Experience

Duties: Bachelor’s degree or foreign equivalent required. 3 years of progressive, relevant work experience in lieu of every year of education. Must have a JD Degree and admitted to at least one state Bar. 8+ years of directly related, relevant and progressively responsible work experience. Experience in Government contracting at the federal, state and/or local agency level. Experience in Commercial and Government Health Care contracting. Candidate will have in-depth knowledge and experience in a variety of Government contracting types (FP, CPFF, IDIQ, T&M) and Commercial contracting arrangements (MSAs, Teaming, Non-Disclosure, Consultant, Sub-contracts, Letters of Engagement, etc). Working knowledge of service type and product based contracting and the proposal process. Advanced working knowledge of FAR and Agency supplements to the FAR. Working understanding of HIPAA and HITECH requirements, including limitations on PHI, PII. Significant experience in successfully negotiating contractual documents, issues and disputes, both as a prime and as a subcontractor, and with assertiveness without being over-bearing. Ability to act with a reasonable degree of independence, and ability to make informed and responsible decisions regarding administrative or operational issues. Ability to think critically and strategically and ability to lead. Ability to participate effectively with other IPS personnel, at all levels, in developing and establishing business unit policies toward facilitating success. Ability to effectively serve as a spokesperson for IPS regarding highly significant matters. Exceptional organizational and time management skills and ability to multi-task. Ability to recognize, evaluate and offer mitigation alternatives for business risks (including contractual, liability, financial, performance and schedule). Demonstrated ability to provide guidance toward the protection of Intellectual Property. Exceptional verbal, written and presentation skills and ability to convey with clarity. Must have the ability to work effectively and collaboratively within a team, to foster teamwork and trust with both external and internal customers, and operate as a leadership team member within Infosys Public Services. Must be able to handle several assignments concurrently without missing deadlines. Proficiency in all Microsoft office and excel applications and experience in designing and developing presentations and reports. Ability to work independently with little oversight. Desired: Experience with and understanding of corporate compliance matters as it relates to Government Contracting. Contract HR matters. Organizational Conflicts of Interest and mitigation plans. Government Cost and Pricing policies. Government Socio-economic and Contractor responsibility programs (Business ethics, HR-related programs, Whistle-blower programs, etc); Experience and understanding of the Government Protest process.
