Senior Legislative Advocate DUTIES: Developing policy analyses and positions on legislation and the state budget, with minimal collaboration with legal and advocacy staff, and provide testimony and advocacy activities at the State Capitol and within the disability community. Independently identifying and working up 1-3 sponsored bill ideas. Drafting and providing legislative advocacy on 2-5 sponsored legislation. Drafting legislative correspondence, bill amendments and position letters on 40-80 complex legislation per legislative session. Representing approved positions through the legislative process (including advocating, consulting and negotiating with legislators and their staff, committee consultants, and administrative department heads and their staff; testimony at policy committees, fiscal committees, and budget hearings) for 20-50 bills and 2-3 budget departments per legislative session. Testifying and engaging in advocacy activities at the State Capitol and within the disability community on issues of importance to the disability community. Developing legislative principles. Working with staff and Board of Directors to develop positions on legislation relevant to people with disabilities. Acting as a liaison and a representative with selected agencies, task forces, committees, coalitions and community-based organizations related to areas of responsibility. Acting as a liaison to impact teams and provides legislative support and backup for the teams. Organizing, training and developing easy to understand materials on complex legislative matters for California grass roots constituencies to understand and respond to state and national issues and legislation. May supervise and mentor one to two other legislative advocates or law students, as determined by the advocacy or legislative director. Representing with the media in areas of expertise and assisting the communications director in identifying legislative matters for the media, assisting in development of press releases and other press related materials. Participating in outreach activities to language and ethnically distinct communities and under-served populations. Some traveling, as assigned. Performing other duties as assigned.
Qualification and Experience
Qualifications: A JD Degree. 5 years of experience in legislative advocacy, legislative staffing, or public policy development. 2 years of additional experience in any of the following areas: 1) legislative advocacy/legislative staffing; 3) community organizing; or 4) advocating for the rights of people with disabilities. Experience and ability to work effectively with: a variety of organizations and individuals with diverse perspectives, the public, elected and appointed officials, people with disabilities, and governmental agencies, especially at the state and local levels. Demonstrated understanding of legislative process and protocols and public policy issues regarding rights of and services for persons with disabilities, and other public interest areas. Experience reviewing, analyzing and lobbying with the state budget process. Demonstrated ability to independently analyze complex legislative and draft organizational posture statements regarding proposed legislation. Knowledge of public policy developments and laws at the state and federal levels regarding rights of and services for people with disabilities. Ability to work collaboratively with other staff, community organizations, agencies and the legislature. Demonstrated ability to draft sponsored bill language, budget trailer bill language and bill amendments. Ability to communicate effectively in writing and orally. Ability to analyze complex problems, develop solutions, and explain legislation so it is easily understood by people at the legislature and the general public. Contacts with disability organizations or within disability communities. Ability to work effectively as a member of a legislative or public policy coalition. Experience in using word processing systems. Experience working with and sensitivity to persons with disabilities. Experience working with and sensitivity to persons from multi-ethnic communities. DESIRED: Bilingual: Spanish, American Sign Language or an Asian language. Experience working with civil rights groups or legal services programs. Experience as staff to boards of directors and/or similar task forces and committees. Contacts with disability organizations or within disability communities. Contacts with multi-ethnic organizations or within multi-ethnic communities.
