Senior Counsel Government Relations Duties: Provides senior Government Relations counsel to management, senior leadership of the Government Relations Department and state and federal Government Relations professionals on complex and strategic public policy, regulatory and legislative issues, which have significant impact to the company. It requires in-depth knowledge and skillful insight into the political environment, critical business problems and emerging issues. Typically reports to Vice President. Provides advice, analysis and strategic direction to senior leadership, including the Health Plan, Foundation Hospitals and Permanente Medical Groups, functional business units and the Regions on the legislative and regulatory environment relating to public policy issues impacting Kaiser Permanente. Provides policy, legal and strategic counsel to state and federal Government Relations professionals. Demonstrates the ability to have an understanding of strategies and accountabilities, and demonstrates knowledge of the health care industry, knowledge of the needs and expectations of legislators, regulators and other key external stakeholders, and the political environment with a focus on mission to meet the needs of patients, members, customers and communities to develop and maintain successful strategies that respond to a dynamic environment. Work assignments consist of, major policy development, advocacy and high level legal and political analysis of legislation and developing legislative strategies and solutions involving complex public policy issues for which considerable judgment, legal knowledge, experience and independent reasoning and strategic planning are required. Develops targeted, audience appropriate and persuasive arguments in support of Kaiser Permanente’s position on health policy issues. Convenes and leads working groups experts on specific areas relating to health policy or operations in response to pending legislation, regulation or other health policy issues that may arise. Demonstrated ability to understand the details of these issues and develop a strategic, politically sound organizational position that is supported by our internal experts. Acts as a key advisor to executive level stakeholders on major company initiatives across operational lines, with any legislative, regulatory or health policy implications. Effectively communicates vision, strategy and goals to individuals, teams and the organization. Strategically builds relationships with internal and external stakeholders to receive input, understand perspectives and effectively bring together diverse points of view. Effectively leads others without structural authority and creates an environment that encourages and enables people to work, learn and develop solutions together. Significant complex, subject matter responsibilities. Acts as a subject matter expert on changes in legislation or regulations within assigned policy and operational areas that impact the company and communicate changes to appropriate audiences at the proper time. This position may have supervisory responsibility.
Qualification and Experience
Qualifications: JD Degree required. Licensed or otherwise authorized to practice law in the jurisdiction where operates. 8+ years of experience in a combination of law firm and corporate or government settings. Excellence in teamwork, collaboration and information sharing with colleagues and internal and external stakeholders. Ability to communicate orally and in writing clearly, persuasively and effectively. Demonstrated performance as a self-starter capable of working without supervision, but with demonstrated excellent judgment on when to seek consultation. The ability to inspire, align and motivate others while providing direction and oversight of goal delivery. Strong organizational and project management skills; Manage, drive and execute on strategic work plans. Ability to effectively work with cross-functional teams. Culturally attentive while driving for results. Ability to effectively manage ambiguity, juggle many matters at once and quickly shift from one situation or task to another. Success at systematically confronting issues and pursuing novel approaches to old problems. Ability to strategically advise internal stakeholders on a broad spectrum of company initiatives. Preferred: Experience working with, Congress, state legislatures and agencies regulating health care organizations preferred.
