Procurement Compliance Staff IV (F762) RESPONSIBILITIES: Serves as Procurement Compliance Officer (PCO) and Small Business Liaison Officer (SBLO). Promotes the utilization of small and disadvantaged suppliers for the attainment of prime contract goals. Acts as the department resource for corporate and federal procurement topics, policies, and procedures. Acts as a liaison for internal and external procurement audits. Provides guidance in the interpretation and implementation of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) Reviews and audits procurement actions for compliance with corporate and procurement policies, procedures, the Federal Acqusisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), other Government regulations and statutes, and Public Law Recommends process and systems changes for efficient application of regulatory compliance Acts as a liaison for coordination of internal and external Procurement reviews and audits Assists in the development of procurement policies, procedures and forms; reviews and audits procurement actions for compliance with corporate and procurement policies, procedures, Federal Acquisition Regulations (FAR) and Public Law; coordinates with procurement managers and buying personnel for internal and external procurement audits. Trains, coaches, and mentors buyers and procurement administrators; acts as department resource for selected corporate and federal procurement topics, policies, and procedures; directs staff in the application of FAR. Analyzes procurement systems; recommends revisions to procurement policies and procedures and advises staff on changes to procurement policies, procedures, and regulations; provides guidance in the implementation of FAR and the Federal Acquisition Streamlining Act (FASA). Serves as Small Business Liaison Officer (SBLO); promotes compliance with small business utilization goals; prepares small business subcontracting plans; submits required small business utilization reports to the Assistant Secretary of Defense; attends conferences and acts as small business counselor discussing subcontracting opportunities with the corporation. Conducts buyer training sessions on new and revised procurement procedures and related procurement topics; coaches internal customers on various aspects of the procurement process including development of Statements of Work (SOW) and Single Source Justifications (SSJ). Interacts with all levels of employees, management, and government personnel.

Qualification and Experience

Qualifications: Bachelor's Degree. Experience in Federal Acquisition Regulation (FAR) and other government regulations. Strong Collaboration Skills. Ability to review and interpret matters of regulatory compliance or Public Law and establish compliant work instructions. Ability to articulate concepts and persuade others. Strong computer skills and specific working knowledge of MS Word and Excel. Experience with procurement best practices, standards and methodologies. Ability to represent the corporation with the US government, DoD, and other governmental agencies. Ability to prioritize tasks and projects. Must possess strong organizational skills. Ability to handle multiple priorities and projects at one time. Effective interpersonal skills to coordinate efforts and work with other internal and external organizations. Demonstrated flexibility and ability to adapt to changing organizational needs. Strong written and oral communication skills. Customer service orientation. Ability to work under minimal supervision, to self-initiate activities, and to work within timelines. Must have time management and project management skills.
