Profile

DNI ISE/Mission Programs, Policy Analyst Duties: Support Mission Programs division and serve as Policy Advisors to advance the ISE by supporting intelligence and information sharing and safeguarding integration and coordination efforts. Provide subject matter expertise on IC issues to advance the mission of the ODNI among FSLT governments through interaction and collaboration with appropriate mission partners. Plan, develop, and implement information sharing strategies with S&L partners consistent with the mission and vision of the ODNI and appropriate national strategies, plans, and orders. Utilize subject matter expertise to advise and support advancement of key intelligence and information sharing projects, ensuring proper agency coordination is completed in a timely and effective matter. Utilize subject matter expertise to advise the Government of standards to facilitate cohesive interaction between IC and ISE partners. Coordinate and liaise directly with ODNI IC-Information Sharing and Safeguarding Environment (ISSE) and other partner agencies and associated professional organizations on issues impacting the National Strategy for Information Sharing and Safeguarding Priority Objectives as appropriate. Coordinate development, implementation, and evaluation of the nation's terrorism-related ISE with FSLT and private sector partners. Take meeting notes as required.

Qualification and Experience

Qualifications: Bachelor's Degree and 14+ years' experience; Master's Degree and 12+ years' experience; PhD or JD Degree and 9+ years' experience. Extensive knowledge of intelligence and information sharing issues with 10+ years of experience working on such issues within the IC. Expert knowledge and first-hand experience working closely with national governance boards, committees, and working groups to advance information sharing efforts, such as the IC-ISSC,NSC staff, and the NIM/WH&H Strategy Board. Advanced understanding of strategy and policy development, training, and project management related to information and intelligence sharing at the FSL level. Expert knowledge of fusion center operations, applicable policies, and procedures to advance the national fusion center initiatives. Excellent oral and written communication skills and the ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audience (one-on-one, small groups and large audiences). Advanced ability to balance competing work requirements to ensure that priorities and deadlines are met. Excellent problem solving skills and ability to identify complex problems, develop a range of options, and offer preferred courses of action. Excellent interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively, both independently and in a team or collaborative environment, and sustain professional networks both internal and external.
