Grants, Contracts, and Compliance Generalists / Consultants Duties: Grant competition and selection processes. Pre-award due diligence. Post award management and monitoring. Procurement of goods and services. General OMB procurement standards and best practices. Experience with different types of procurements and contracting mechanisms. Solicitation and selection processes. Project and/or field office start-up and close-out. Organizational risk management. Risk management and mitigation. Fraud review and investigation. Grants management and subrecipient monitoring. Procurement practices. Fraud awareness. Conduct and ethics. U.S.G. federal rules and regulations. Develop templates, provide reviews of key documents (grants, subcontracts, procurement agreements, and consultant agreements), interpret donor regulations, and assist projects with guidance on regulatory issues/challenges from start-up to close-out. Provide surge grants or procurement support to field offices. Support project field teams in the planning, selection of grant applications and preparation of grant documentation. Deliver trainings for HQ and field office staff in a variety of contract, subcontract, grants, and allowance-related topics. Conduct a needs assessment in subgrant award or procurement for a current field office team and design trainings based on the needs identified. Provide trainings to field teams in various phases of the grant lifecycle. Conduct fraud awareness trainings.
Qualification and Experience
Qualifications: A bachelor’s degree in Law, Business Administration, Organizational Development, Economics, Accounting or other relevant field of study. Master’s degree in Law, Business Administration, Organizational Development, Economics, Accounting or other relevant field of study. Preferred. 5+ years of relevant experience with international development organizations. 5+ years of experience with USAID awards (assistance and acquisition) and working knowledge and ability to interpret and apply 2 CFR 200/700 and USAID Standard Provisions. Knowledge of FAR/AIDAR a plus. 4+ years of experience with and knowledge of USAID and other donor’ and client’s policies, procedures, contracts and grants management processes, and regulations. Previous experience working in conflict and post-conflict zones Preferred. Experience reviewing procurements for reasonableness and cost allowability, and conducting training on procurement for national staff Preferred. Ability to inspire, mentor and strengthen the capacity of staff members. Fluency in English required; French or Spanish language skills a plus. Ability to multi-task and work under pressure with attention to details. Excellent cross cultural skills, ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism and gender sensitivity. Experience with Share point, Microsoft Excel, Word and PowerPoint. Knowledge of and/or experience with Department of State and/or international donors.
