ProfileManager, Program Contracts The candidate will provide strategic contracts subject matter expertise to capture and execution teams across the Secure Sensor Solutions (SSS) as well as the broader Space and Airborne Systems (SAS) portfolio. Provide contracts management support for multiple proprietary programs as well as multiple future growth pursuits for Raytheon SAS. The scope of responsibilities include: Serving on the program leadership team including assisting with proposal preparation, negotiation, contract and capture strategies; all aspects of contracts management support of the ISP, Cypress and RMT portfolio, contract negotiations regarding strategic pursuits, disputes/claims, and intellectual property assertions; effective contract start up; providing governance to the program team in carrying out the terms of the contract, offering solutions to mitigate contractual/program risks, acting as a focal point of contact with the customer for all contractual matters, change management, and driving closure to contractual issues. This position will also include supervision of at least one Contracts employee. BS/BA in Business Administration, Finance, or related emphasis required. Master of Business Administration (MBA), Juris Doctor (JD) preferred, and/or Certified Federal Contracts Manager (CFCM) preferred. 10+ years of professional contracts or related experience required. Extensive Experience with DOD prime and subcontracts, with thorough knowledge of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition regulations Supplement (DFARS) and thorough understanding of ITAR and export licensing required. Expertise: in change management, requests for equitable adjustments (REAs), engineering change proposals (ECPs), dispute resolution and negotiations; in various contract types (Cost-type, Firm Fixed Price, Fixed Price Incentive Fee, Fixed Price Level of Effort, Time and Material); researching compliance issues, applicable regulations and laws, as well as crafting and offering solutions to nonstandard and complex contracting issues required. Top Secret DoD clearance required. Experience: with competitive pursuits, Requests for Equitable Adjustments (REAs), Engineering Change Proposals (ECPs), and intellectual property; working with large-scale Defense companies; working with the United States Government; with strategic planning for USG Export / Import Authorization management; with contract restructures, claims and dispute resolution; as the lead customer interface and demonstrated success in building strong customer relationships required.
