FOIA Analyst The candidate will review, analyze, and process requests filed under the Freedom of Information Act (FOIA), Privacy Act (PA) and Mandatory Declassification Review (MDR) programs exercising discretion and judgment in the application of laws, regulations, and ODNI practices related to the FOIA/PA. Research case law, analyze a variety of records and ensure release and disclosure of responsive documents adhere to applicable exemptions and/or exclusions. Liaison with ODNI components to provide advice and guidance on FOIA/PA matters to facilitate responses to requesters; seek scope clarification from requesters as needed; maintain a complete and accurate administrative record and provide status reports. Uses information technology such as computers and specialized tools and software in processing and managing information throughout the government information management lifecycle. Analyze changes in privacy law and draft policies and procedures as well as training materials. Perform other related duties as assigned.
Qualification and Experience
The candidate should have Bachelor's Degree or equivalent experience. Must have Bachelor's Degree in a relevant subject area (records management or history preferred). Must be Archivist of the US Certificate of Completion of NARA Federal Records Management Training Program. Should be ICRM Certified Records Manager (CRM issued by ARMA). Must have 3 years of general experience in reviewing and processing of FOIA and privacy issues in a federal government environment or related information analysis work as a lawyer, paralegal, information specialist, scientific researcher or writer. 3 years of specialized experience in Privacy directly related to the interpretation and application of the requirements/mandates stipulated in the Privacy Act of 1974, the E-Gov Act of 2002, and pertinent OMB guidance, including the development of privacy policies and procedures, the development and publication of System of Records Notices (SORNs) and Privacy Act Statements, responding to incidents related to the breach of PII, and user awareness activities focusing on Privacy is preferred. Must have Classification/declassification experience. Should have end to end lifecycle of data experience. Should have proficiency with CADRE tool and Microsoft Office software products. Must have proficiency in gathering, analyzing, and filtering information. Should have ability to effectively plan, develop, and organize information, documents, data, and records. Must have ability to identify issues and delineate obstacles to their effective resolution. Must have knowledge of Freedom of Information Act and Privacy Act laws, policies, and regulations. Should have in-depth knowledge of FOIA practices and updating SOPs and Manuals to support standard case files, updating and maintaining templates, formats, final packaging are accurate and current. Must have in-depth knowledge of the IC legal and policy framework, understanding of PPDs, ICDs, and related policy guidance.
