Corporate Environmental Manager Duties: Assists upper management and field managers at assigned locations in complying with Company environmental policy, and environmental laws, rules, regulations and permits. Acquires or assists in the acquisition and/or modification of environmental permits for assigned locations. Prepares or assists in the preparation of environmental reports for assigned locations. Provides guidance on selection of monitoring systems and stack testing contractors. Advises upper management and field managers at assigned locations about current and forthcoming environmental issues or regulations. Upon request, assists upper management in the development of Company environmental policy and practice. Prepares Company comments on pending environmental regulations and permits and participates as requested in meetings or hearing intended to influence final rules and permit language. Directs and supervises the activities of consultants, lawyers, contractors and other external specialists. Coordinates these activities with supervisor and the appropriate field manager and/or regional Vice President Manufacturing. Uses independent judgment in performing responsibilities. Exposed to some confidential information requiring appropriate discretion. Works under general supervision with specified policies, regulations and guidelines. Refers to supervisor only when in doubt as to the proper procedure for a specified action. Indirectly supervises and directs the activities of environmental staff at assigned locations. Supervises the activities of clerical and administrative staff, summer interns and Corporate Environmental Engineers. Works directly with managers and staff at assigned field locations to ensure compliance with relevant environmental laws, rules, regulations and permits. Provides oversight and ensures environmental compliance through facility visits and audits, both internal and external. Directs and/or participates in environmental audit programs as assigned by the Vice President – Environmental Affairs. Discusses problem areas with field managers and recommends corrective action. Reports problem areas and results of field discussions to the Vice President – Environmental Affairs, the appropriate Vice President – Manufacturing and/or the Assistant General Counsel. Participates in the development, implementation and execution of Company environmental policy. Represents the Company at meetings and conferences with federal and state regulators. Assures each assigned facility prepares and maintains files of all environmental permits held by the Company for that facility and satellite location. Maintains a copy of these files in the Overland Park office to provide reference information for upper management and Company staff. Primarily through facility staff but sometimes through independent action, assures that all environmental permits are maintained, and that timely applications for permit renewals and modifications are prepared and submitted. Recommends the hiring of consultants, lawyers, contractors, lobbyists and other specialists. Supervises and coordinates their activities with regard to environmental laws, rules, regulations and permits; environmental compliance activity and enforcement actions; and projects related to environmental compliance, waste disposition and use of secondary materials. Prepares or assists in the preparation of responses to environmentally related Notices of Violation or other regulatory enforcement initiatives directed at Company facilities. Assists in the development and execution of corrective action plans for deficiencies. Assists internal and external attorneys in defending the Company against Notices of Violation and other enforcement actions. Monitors and evaluates state and federal rule developments and inform management when new regulations or potential regulatory developments could significant impact the organization. May involve meeting with federal, state or local representative to influence rule development in term or conditions that are more favorable to the company. Develops comments on proposed rules as directed by Vice President-Environmental Affairs. Prepares and/or reviews work plans and budgets for work performed by these external specialists. Reviews invoices and statements of service, and recommends payment for these services to Plant Managers and/or the Vice President – Environmental Affairs. Assists assigned facilities in the preparation and submittal to regulatory agencies of timely reports that are required by law, rule, regulation or permit. Included are storm water discharge monitoring reports, air emission inventories, excess emissions reports, periodic CEM and CMS performance reports, annual hazardous waste activity reports, toxic release inventories or other similar reports. Copies of these reports will be maintained in the Overland Park files. Coordinates with the Vice President – Technical Service regarding stack tests, compliance with applicable regulations and other matters of common interest. Assists in the preparation of trial/test burn plans and reports. Assures that each plant using waste-derived fuel maintains its RCRA and HWC NESHAP Operating record, CEMS records, correspondence files and other records or reports required by permit or regulation. Reviews annually and, as required, modifies the RCRA Closure Plans and Closure Cost Estimates for each WDF burning facility. Assists the Assistant General Counsel and the Vice President – Finance with the preparation of annual RCRA financial assurance instruments and reports. Reviews the Spill Prevention Control and Countermeasure Plan at each assigned facility on an annual basis. Assures that these plans are maintained and reviewed by licensed professional engineers in accordance with the applicable regulations. Assists in the preparation of all new, modified or renewal RCRA Part B permit applications or other permit applications associated with the use of secondary materials. Maintains in Overland Park the record copy of all original and modified RCRA Part B permit applications. Prepares or assists in the preparation of all Company responses to Notices of Deficiency for RCRA Part B permit applications. Through plant management and staff, assures the accurate and timely payment of all fees connected with the acquisition and maintenance of environmental permits at assigned facilities. Coordinates with the Corporate Health and Safety Manager in assisting facilities to develop and maintain procedures to prevent hazards, and to protect human health and the environment. Maintains active membership in appropriate professional organizations and serves as a Company representative to industry committees, associations and work groups. as directed by Vice President-Environmental Affair. Attends relevant seminar or training sessions as directed. Obtains and maintains appropriate professional certification, as determined by Vice President-Environmental Affairs.

Qualification and Experience

Qualifications: Bachelor’s Degree in environmental studies, engineering, or law (Required). Master’s Degree (Preferred). 10 years of experience in of progressive experience in one or a combination of the following work areas: Environmental consultant, Environmental lawyer, Environmental engineer in public or private sector, Corporate environmental staff (Required). Demonstrated written communication skills (Required). Strong verbal communication and listening skills (Required). Demonstrated problem solving skills (Required). Ability to influence internal and/or external constituents (Required). Working knowledge of all currently applicable federal, state and local regulations regarding air pollution, water pollution, solid and hazardous wastes, toxic substances, asbestos, community-right-to-know, SPCC plans, and aboveground and underground storage tanks. (Required). Working knowledge of applicable general environmental and RCRA permits and permit applications held or submitted by the Company for the assigned facilities. (Required). Posses a working knowledge of CEM and COM systems at each plant and the QA/QC procedures associated with these units. (Required).
