ProfileManager EEO Investigations Duties: Directs, manages and coordinates the activities of the Statewide EEO Investigations Unit in the National HR Compliance organization, with jurisdiction over EEO investigation matters pertaining to all California employees across several company entities. Responsible for development and implementation of EEO Investigations Unit goals and objectives in alignment with National Compliance mandates and the National HR People Strategy. Accountable for ensuring commitment to fair and equitable treatment of employees through the efficient operation of the Statewide EEO Investigations Unit in a manner that is in compliance with local, state and federal laws and regulations and organizational policies and procedures in the area of discrimination/Equal Employment Opportunity. In collaboration with next level management, accountable for the development and implementation of annual Statewide EEO Investigations Unit goals and objectives for KP and HR Compliance in alignment with National Compliance mandates and the National HR People Strategy (Best Place to Work HR objectives workstreams), as well as day-to-day National Functions HR and Business Unit HR EEO investigation service needs. Manages the quality and consistency of investigations and resolution of formal and internal charges of discrimination, including appropriate assignment of cases to investigators depending upon severity and sensitivity of allegation(s), complexity of case, case volume and input from legal counsel. Exercise intervention as needed to clear any bottlenecks in the efficient and timely completion of individual investigations. Assures appropriate coordination and preparation in dealing with KP's internal Legal Department, external counsel and government agencies such as the Equal Employment Opportunity Commission and the Department of Fair Employment and Housing, as well as Compliance Hotline Liaisons and company HR professionals as dictated by circumstances. Implements and manages processes for investigations related to EEO and employee relations issues, whether reported through the company's Compliance Hotline, internally to HR/management or as an external agency charge. Accountable for ensuring that all processes are in compliance with federal and state laws and regulations, provide for effective integration of investigations, minimize the organization's business risk and legal liability and effectively promote problem resolution. Develops and maintains productive partnerships with National Functions and Business Unit Human Resources staff, National Compliance and the Legal Department. This includes communication, coordination and collaboration to ensure integrated Investigation services are provided and delivered to National Functions and the Business Units. Builds an effective workteam of technical experts in EEO investigations to support National Functions and the Business Units. Develops and presents specialized programs accordingly. Reviews and updates training material to ensure consistency with organizational policies and current laws and regulations. Ensures that the Investigation Unit staff participates in Human Resource training development as a consultant, presenter and panel expert. Performs additional job-related duties and responsibilities as required.
Qualification and Experience
Qualifications: Bachelor's degree in business administration, human resources, psychology, or directly related emphasis, OR 4 years of directly related Human Resources/Employee Relations experience. High School Diploma or General Education Development (GED) required. 7+ years of recent experience in EEO or Human Resources, 3 years of which includes direct responsibility for conducting employment related investigations in a lead or supervisory role, or the equivalent investigatory or case management experience. Experience in a union environment. Demonstrated experience in developing and conducting training programs. Demonstrated ability to manage an investigations unit. Knowledge of healthcare industry. Working knowledge of applicable EEO State and Federal laws and regulations. Ability to identify, analyze and differentiate investigatory issues and processes in employee (EEO, Labor grievance, etc.) complaints. Excellent verbal and written communications skills. Must be able to work in a Labor/Management Partnership environment. Preferred: JD Degree, MBA or other advance degree; 5+ Years handling internal EEO and Agency matters or similar legal pleadings; 3+ Years Database use experience; Familiarity with creating Excel pivot tables/charts; 3+ Years Process Improvement experience; 5+ Experience in a Labor-Management setting; and Experience managing employee and contract staff.
