FOIA Specialist, Senior The candidate will review, analyze, and process requests filed under the Freedom of Information Act (FOIA), Privacy Act (PA), and Mandatory Declassification Review (MDR) programs. Research case law, analyze a variety of records, and ensure the release and disclosure of responsive documents adhere to applicable exemptions or exclusions. Liaise with the IC client to provide advice and guidance on FOIA or PA matters, maintain administrative records, and provide status reports. Analyze changes in privacy law and analyze policies and procedures and training materials.

Qualification and Experience

The candidate should have BA or BS degree. Archivist of the US Certificate of Completion of NARA Federal Records Management Training Program Certification is needed. ICRM Certified Records Manager Certification is needed. Experience: 3+ years of experience with reviewing and processing FOIA and privacy issues in a federal government environment or equivalent information analysis work as a lawyer, paralegal, information specialist, or scientific researcher or writer. Experience with the CADRE tool and Microsoft Office. Experience with gathering, analyzing, and filtering information. 3+ years of experience with privacy–related interpretation and application of the requirements or mandates stipulated in the Privacy Act of 1974, the E–Gov Act of 2002, and pertinent OMB guidance, including the development of privacy policies and procedures, the development and publication of System of Records Notices (SORNs) and Privacy Act Statements, responding to incidents related to the breach of PII, and user awareness activities focusing on privacy. Experience with classification and declassification. Experience with end–to–end data lifecycles. Ability: Ability to plan, develop, and organize information, documents, data, and records effectively. Ability to prioritize tasks and pay strict attention to detail, thoroughness, and quality. Ability to identify issues and delineate obstacles to their effective resolution. Ability to communicate effectively both orally and in writing. Ability to leverage editorial, research, and analysis expertise.
Knowledge: Knowledge of Freedom of Information Act and Privacy Act laws, policies, and regulations. Knowledge of FOIA practices and updating SOPs and manuals to support standard case files, including updating and maintaining templates and formats and ensuring final packaging are accurate and current. Knowledge of the IC legal and policy framework, including PPDs, ICDs, and related policy guidance.
