ProfileMetrics and Data Analyst – Principle Duties: Supports collection of human resources demographic information on the multi-sector workforce to include civilian and military personnel and core contractor FTEs to determine total end strength within the IC. Analyzes queried results to convert numerical, analytical, and quantitative workforce data into understandable visual displays as comprehensive analytic inputs for IC Congressional Budget Justification Book (CBJB) submissions, for responses to ad hoc and standard congressional IC oversight committee actions, ODNI reporting requirements, and multiple official presentations. Supports the Workforce Analytics Office (WAO) team within the office of the ADNI/HC and Community Strategies and Assessments Division with quantitative and analytic efforts for workforce planning and budget management by: Facilitating succession planning by identifying expertise growth opportunities in the workforce; Providing direction for recruiting by highlighting current and potential future skill gaps; Supporting assessment of current capabilities and prioritize training dollars; and Creating repeatable, dynamic, and flexible processes that capture, analyze, and report workforce data and finances. Assist with data analytics initiatives to include the development of data formats for identifying IC- wide workforce numbers. Support quantitative and analytic efforts specifically within WAO as well as CHCO as a whole. Provide project management support for both the annual HC Data Call and Federal Activities Inventory Reform (FAIR) Act inventory. Perform activities including: developing and maintaining the data input template, collecting, processing and validating the program data submissions, and working closely with each program to adjudicate submission errors. Official data is validated, aggregated, and staged for developing visual graphics as input for the IC Congressional Budget Justification Books (CBJB) (IC roll-up and 11-IC element volumes), the Core Contract FTE Estimate report, congressional response for fiscal year personnel assessment on civilian, military, and contractor FTE levels with special focus for the Analyst and Collector populations. Maintain master data repositories and performs data analytics including trend analyses, developing metrics, and reporting on standard and ad hoc basis. Assist in the design and review of a HC information technology (IT) enterprise system of human resources tools and the identification of data standards requisite for implementation of IC enterprise shared services. Apply understanding of Equal Employment Opportunity and Diversity (EEOD) Annual Data Call to facilitate conversations between the EEOD office and Joint Duty (JD) Program Office (JDPO) in addition to design JD templates that are implemented in the EEOD Annual Data Call. Develop ad hoc, daily, weekly, and monthly COGNOS tool budget reports to the CHCO Front Office personnel. Use advanced statistical analytical skills and Excel expertise to explore, analyze, identify trends and relationships, and summarize IC-wide and element specific, foreign language, JD, and budget data. Create automated tools for repeatable analyses and reporting.
Qualification and Experience
Qualifications: Bachelor’s Degree (B.S. or B.A.). 10-years’ experience in SOW section. 4-years’ IC experience. Demonstrated experience with managing and manipulating databases containing highly sensitive information. Demonstrated experience responding to quick turnaround requests for metrics and other quantitative analysis. Demonstrated ability to produce reports incorporating text and graphics to convey complex concepts in easily understandable terms. Demonstrated ability to communicate effectively with people at levels of the IC, deliver effective oral presentations, prepare written products with emphasis on clear organization, and logical presentation, and participate in interagency meetings. Demonstrated ability to summarize and present complex issues in written and graphical forms in an accurate, concise, and straightforward manner. Demonstrated ability to generate cross-tabulated reports, charts, and plots of distributions and trends, descriptive statistics, and complex statistical analyses. Demonstrated proficiency using MS Office tools such as Word, Excel, PowerPoint, and Access. Desired: Master’s Degree in business analytics, business intelligence and data analytics, or data science 7-years’ IC experience. Demonstrated ability to generate cross-tabulated reports, charts, and plots of distributions and trends, descriptive statistics, and complex statistical analyses. Have historical background knowledge and demonstrated experience to perform trend analysis to determine, identify, and evaluate developments affecting the future HC environment for the IC Demonstrated knowledge and practical IC experience Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) processes and program and portfolio management. Demonstrated familiar with reports and formats used in financial reporting to OMB and Congressional authorization, appropriation, and oversight bodies. Develop, analyze, and reengineer business processes and SOP. Familiar with SharePoint and demonstrated ability to maintain SharePoint sites. Knowledge of the IC 5-Year Strategic Human Capital Plan, implementation mechanisms, and metrics used to assess overall implementation progress. Familiar with data warehousing and business intelligence concepts. Understanding of various analytical functions – median, rank, etc. and how to use them on data sets. Understanding of mathematics, statistics, correlation, data mining, and predictive analysis for business decisions and impact.
