Chief Compliance Officer The candidate will develop, train, and manage an effective compliance team to maintain the overall compliance program and ensure the firm's compliance with all FINRA and SEC rules and regulations. This position serves as a principal adviser to senior management of the broker-dealer by providing necessary advice, training and risk assessment pertaining to all of the firm’s broker/dealer activities. The position is responsible for implementing all required policies and procedures regarding all business activities and managing all necessary oversight. Essential functions: Assess and enhance a retail broker-dealer and investment advisor compliance program, including annual assessment, surveillance and field oversight programs; Develop and maintain all relevant Policies and Procedures based upon regulatory requirements, industry practices and established internal controls, including AML, CIP, BCP, insider and personal account handling, disclosures. Perform all daily, weekly, monthly and quarterly compliance reviews (including transaction reviews); Develop and implement necessary risk assessment reviews including internal audits and automated surveillance/monitoring programs to review the firm's activities to remain in compliance with all aspects of industry standards (i.e. from sales practices, prime brokerage to trading activity). Implement and maintain all mandated Anti-Money Laundering programs covering the Broker/Dealer activities. Provide advice and training to firm’s management and employees regarding applicable securities rules, regulations and firm policies. Fixed-Income - Develop implement and monitor supervisory policies and procedures relating to sales, trading and underwriting of taxable and non-taxable fixed income securities. Options - Develop implement and monitor supervisory policies and procedures relating to sales, trading of options. Trading (including Market Making Division) -Oversee electronic trade reporting for fixed-income and equity securities. Sales-Retail sales supervision for RR’s and Producing Branch Office Managers. Operations-Supervision of Back Office Operations (account openings, registrations. Continuing Ed program etc.) Participation in on-going reviews and inspections of branch offices.

Qualification and Experience

The candidate should have a law degree or experience as a regulator with FINRA or the SEC will be valuable. Bachelors Degree or Higher Required. Current Series 7 and 24, 4, 53 and 55 desired within the first 12-14 months. Should have 7-10 years of experience in securities compliance and/or legal experience in securities compliance, emphasis on sales and sales trading, institutional, retail, fixed-income, options and hedge fund activities. Fluent with all current FINRA issues and concerns. Working knowledge of FINRA, SEC, and State Securities rules and regulations. Extensive knowledge of securities rules and regulations covering operating procedures and customer protection. Should have 10 years relevant experience in compliance, legal and/or regulatory matters in the retail broker-dealer, investment advisory and insurance arenas. Working knowledge of securities registration and membership requirements for FINRA member firms and RIA’s. Possess experience with the interaction between a RIA and FINRA member Broker-Dealer and their associated responsibilities. Expert knowledge of the federal and state securities laws and regulations, and FINRA rules that govern the securities business is necessary. Capable of engaging business partners, employees, field representatives, other constituencies and stakeholders at all levels and engendering trust. Demonstrate excellent communication skills, both oral and written. Should have the ability and experience to draft clear and professional correspondence, policies and procedures and other documents of both legal and business nature. Must be able to correspond with all regulators and auditors. Work as liaison to firm’s management and legal counsel to ensure appropriate support if needed for any and all litigation, arbitration, reparation proceedings and all other regulatory, criminal and civil matters revolving around the firm's Broker/Dealer activities. Review documentation and provide Compliance approval of all new accounts regarding “Know Your Customer” and the firm’s Customer Identification Procedures.
