Contracts Manager The candidate will be responsible for reviewing proposals, evaluating compliance with requirements and regulations, maintaining communication to ensure timely execution, and analyzing contract documents. Provide guidance across functional areas to support and supervise team members on contracts administration, concepts and regulations for compliance with applicable federal regulations, as well as contract terms and conditions. Require significant collaboration, coordination and communication with others. Prepare sub-consultant agreements with scope and cost in preparation for legal review and eventual execution. Monitor performance, funding, and payments on contracts. Notify upper management and site Program Management of potential non-compliance and other problems that could have an adverse impact to the company. Prepare and disseminate information to upper management regarding contract status, compliance, modification, deviation, negotiation, and termination. Supervise contract preparation; execute terms and conditions, and modification requests; and settle disputes regarding contract interpretation, conditions or compliance with legal requirements. In addition, contract manager oversees the contract change process, develop strategies for negotiation in alignment with company objectives. Review all contract modifications and proposals for completeness, compliance and accuracy. Participate in State and Federal reporting, ensure compliance with Federal Acquisition Regulations (FAR) policies and procedure, analysis of costs and variances. Monitor compliance of labor charges against the established work breakdown structure (WBS). Review / analyses all documents for audit compliance and assist auditor during all audit preformed on the contract. Act as advisor regarding legal requirements, customer contract requirements, and government regulations. Monitors company performance for conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations. Manage and integrate daily work activities of assigned employees to ensure effective efficiencies in compliance with corporate, contract and legal requirements. Manages the process for updating contract information in contract's database ensuring all data is current and complete. Develop and trains lower level employees in Contract Administration process. Serve as point of contact for customers both internal and external in regards to contractual matters. Support the Monthly Progress reporting process and implement solutions and corrective action based on Project Management Oversight (PMO) findings. Must be familiar with database applications, data analysis, and database report design recommendations. Prepare special reports and analyses as required. Participate in Budget and Annual Work Plan development which requires extensive spreadsheet skills and the ability to assist other task managers with scope development. Update and maintain the yearly Work Plan for contract compliance. Bachelor’s degree in a relevant discipline, Engineering, Business, Finance, or Law preferred. P.E. or J.D. preferred. 10+ years of related experience with the formation and administration of contracts under federal regulations required. Prior experience on large, multiple contract programs is essential. Ability to use computer based project controls software required. Strong spreadsheet skills including linking cells, tabs and files; ability to create and apply a wide variety of Excel formulas to produce reports; perform analysis and presentation materials including expenditure, totals, percentages, margin, budget versus actuals and other reports as required. A strong foundation of specialized skills and knowledge, as well as a commitment to continuous improvement to protect company interests and improve profitability required. Familiarity with design and construction contracts and contract law required.
