Contracts Administrator Duties: Responsible for contract/subcontract administration, including the negotiation of contract terms and conditions, maintenance of contractual correspondence, contract briefs, compliance, and funding levels. Will serve as the point of contact for customers on contractual matters and ensure contract close-out, extension, or renewal. Position supports bid and proposal efforts, including proposal compliance, and handles other related assignments as needed. Responsibilities also include back-up function for subcontract administration, non-disclosure agreements, license agreements, consulting and other agreements. Management and administration of contract agreements, which will require multi-tasking on multiple projects, contracts, and subcontracts. Solicit Requests for Proposals(RFPs)/Requests for Quotes(RFQs), conduct market research, and ensure compliance with the FAR, DFARS and other government regulations relating to the selection of subcontractors. Review, evaluate, and understand RFP and SOW documents to identify contracting requirements. Prepare contract documents, ensure appropriate contract flowdowns and terms and conditions are incorporated into agreements and subcontracts. Issue, negotiate, and administer contract agreements, task orders, and modifications through final subcontract close out. Ensure contractor compliance with federal regulations and contract terms. Maintain internal files, filing system, and internal databases in accordance with company practices. Monitor contract performance, including the management of deliverables, scheduled milestones, and proper invoicing. Support Contract Manager and Proposal Managers in the drafting of data calls and instructions to teammates for prime proposals. Identify issues and escalate to appropriate leadership. Stand-in for Contracts Manager as needed. Other related duties as needed.

Qualification and Experience

Qualifications: Bachelor’s degree in Business Administration or related field. 3+ years of government contracts/subcontracts administration or related experience. Strong computer skills; proficient in the use of MS Office including Word, Excel, and Outlook. Ability to perform work with general guidance and supervision. Demonstrated ability to multi-task, effectively manage time, and keep pace in a dynamic environment while staying organized and following up on critical items for multiple, often simultaneous, projects. Independently motivated, detail-oriented, and schedule-driven with demonstrated ability to meet deadlines. Strong communication (oral and written) and interpersonal skills, including strong writing and editing skills with attention to detail. Active Top Secret (TS) level security clearance with the Department of Defense. DESIRED: Supervisor or management experience. JD Degree or Master’s degree in business or similar field. Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS) and related federal and state legislation and regulations. Experience with Unanet or Deltek. Experience with NDAs, Teaming Agreements, License Agreements, and negotiating various types of other agreements. Basic knowledge of business law, contractual terms and conditions, and how to mitigate risk. Knowledge and understanding of Federal Government contracting and the full life-cycle of the supply chain process and practices. Knowledge of and experience supporting the proposal process.
