Consulting IT Contract Administrator Duties: Prepares private bid packages and manages the contractor bid evaluation and selection process. Provides interpretation of contracts. Oversees pre-qualification of contractors. Creates, interprets and/or modifies guidelines for application to existing problems or processes. Negotiates and executes contract change orders and payment resolution. Procures services and awards contracts in a fast paced environment based upon internal customer needs and schedules. Negotiates favorable terms and conditions. Serves as primary liaison and team coordinator between the Contractor community and internal clients. Identifies potential areas of weakness with team’s work, and initiates corrective action. Ensures compliance with codes, standards, and design, operation, and maintenance requirements. Communicates solutions to personnel possessing a wide variety of educational and employment backgrounds. Documents and shares work with others to strengthen the depth and breadth of skills within PSE’s contracting workforce. Provides technical leadership to others in the department and throughout the company. Ensures that problem solutions are tailored to PSE’s business environment. Mentors staff. Negotiates agreements/settlements with suppliers and contractors and conducts periodic contractor evaluations. Leads teams of Contract Administrators, Senior Contract Administrators and other staff as a subject matter expert in specific areas of business support. Takes the lead in new or unique contract negotiations or strategic importance to the utility. May supervise or coordinate the work of contract administrators who assist in specific assignments (including contractors/consultants). Reviews the work of internal and external (consulting or contract) contract administrative staff. Formulates and conducts presentations to executive staff and industry. Supports emergency response 24/7 relating to the acquisition of contractor resources. Performs other duties as assigned.
Qualification and Experience
Qualifications: Bachelor’s degree in business administration, engineering, or related field. Bar membership or completion of the National Contract Management Association (NCMA), Certified Purchasing Manager (CPM) or other equivalent certification, or more than ten years of utility experience. DESIRED: Advanced degree (preferably a JD Degree, or MBA). Experience working in the utility industry. Experience, ten or more years, in services procurement and/or contracting experience. Experience as a contract drafter and negotiator. Preference given to candidates with demonstrated. Experience supporting IT contracts. Advanced knowledge and experience in procurement/contract policies and procedures and contract negotiations. Skills to establish and maintain an atmosphere that embraces teamwork and a collaborative environment with a focus on meeting customer needs. Strong working knowledge of procurement legal aspects, contracting for services and contract administration processes. Strong working knowledge of commercial law and risk management. Excellent communication and writing skills. Excellent interpersonal and presentation skills. Ability to lead and facilitate stakeholder meetings and corporate initiatives. Demonstrated problem-solving abilities. Demonstrated continuous improvement skills. Strong decision making skills.
