Mgr III Sr. Supply Chain Manager Responsibilities : The candidate will be responsible for providing the assigned Program with well-rounded company advice in all matters affecting the company. Will oversee the creation and issuance of request for proposals (RFP’s), purchase orders, and subcontracts. Will provide advice and negotiation support regarding Raytheon standards terms and conditions and regulations, master subcontract agreements, reseller, bailment agreements, Performance‐Based Payments, Advance Payments, Milestone Payments, Progress Payments, and support the creation of Supplier Statements of Work (SOW). Will also be responsible for advising on the protection of proprietary information and completing an initial draft of non-standard terms and clauses (infringement, limits of liability, indemnity, special clauses, etc.) for review by a SC Advisor or Office of General Counsel. Will help establish negotiation objectives, and assist in negotiations regarding contract clauses and deviations from standard provisions. Will work the program management office to track supply chain deliverables and milestones, support supplier meeting, conduct supplier due diligence. Must assist management in the streamlining of business processes and in oversight reviews; keep requesters informed of progress and handle short suspense items; and very importantly, maintain active communication with requesters, management, and General Counsel's office on significant legal problems and issues.
Qualification and Experience
Requirements : The candidate should have a Bachelor’s Degree in business, engineering or science or related areas. Master’s Degree or Juris Doctorate is highly desirable. 10+ years of applicable experience, ideally in Supply Chain, Government contracts, or legal experience, or a combination thereof. Must be US citizen. Requires deep knowledge of procurement in a DoD environment. Knowledge and experience in the FAR and Government contract procurement processes. Working knowledge of export/import regulations. Working knowledge of company's (SC) processes and procedures. Working knowledge of firm EXIM policy, and procedures. Significant legal, Government contracts, or SC experience in areas relevant to the required and desired skills mentioned. Must be familiar with required procurement attachments which comply with applicable company policies and procedures, internal guidance briefs, federal, state, and local laws, as well as the Federal Acquisition Regulation (FAR) and supplements thereto (as applicable). Must have sufficient knowledge to identify issues that are legally related, such as data rights, intellectual property, risk management, source code escrow etc. and appropriately consult with a SC Advisor or General Counsel to receive guidance. Must be able to balance legal risk and business risk to provide the best protection and benefit to the company under the circumstances of the specific situation while also remaining creative and innovative. Must be detailed oriented, have strong analytical skills, and excellent ability to develop options and solutions that are practical and can be readily acted upon. Must have excellent oral and written skills. Must be able to conduct legal research. Should have a cheerful "can do," cooperative attitude, but assertive when necessary to comply with company policies and Government regulations and laws.
