Director, Global Customs Compliance The candidate develops and implements company policies and procedures designed to achieve full compliance with global Customs laws and regulations, including for tariff classification, valuation, reconciliation, Free Trade Agreements, assists, anti-dumping, special import programs, import documentation requirements, and support to business teams in determining country of origin master data. Manages multiple country tariff classification program within SAP GTS; responsible for data management and timely updates to reflect tariff changes. Acts as principal company interface to U.S. Customs and Border Protection and other Government agencies on matters related to import operations and compliance. Provides compliance leadership, guidance, daily oversight and training to a GTC team of import compliance analysts and operations personnel at company locations within the U.S. and Europe; ensures proper submission and reporting of entry data to Customs. Works closely with export licensing staff and business segments owners to manage temporary import/export license and authorizations and associated carnets. Drives cross-functional projects to integrate Customs/import compliance requirements and processes to global business activities and operations. Provides strategic advice and guidance to senior management and business segments on changes to Customs/import compliance regulations and policy. Establishes and maintains documented Customs compliance requirements and procedures for the company’s Customs brokers and freight forwarders; manages third party providers to established compliance metrics. Qualification and Experience
The candidate should have Bachelor’s degree in Finance, International Relations/Business or associated discipline; MBA or J.D. preferred. Requires 10 – 12 years of experience in a global company managing a complex Customs compliance program, preferably related to high tech/instruments. Should have through knowledge of the Harmonized Tariff System and the ability to classify correctly across the tariff; requires ability to quickly acquire a technical understanding of company’s product lines and parts/components; requires ability to understand and manage complex valuation scenarios to Customs requirements. Must have expertise in Customs regulatory requirements and demonstrated success in implementing and maintain a global program, including policies, procedures and training. Should have solid working knowledge of ITAR and EAR requirements related to import/export of controlled products, including use of DSP-73s, exemptions, License exceptions and other authorizations. Should have prior experience managing Customs brokers and freight forwarders to a documented compliance program. Must have prior management experience, preferably managing multiple remotely-based teams. Should have attention to detail, solid analytical/problem solving skills and experience in advising global business operations on Customs compliance. Must have demonstrated success in working with U.S. CBP and other Government agencies on a wide range of regulatory and technical issues related to Customs, and the ability to develop and maintain strong professional working relationships with Government agencies and officials and with industry counterparts.Must possess excellent written/oral communications and presentation skills and sound business judgment. Language capabilities and experience working outside the U.S. are a plus. Extensive travel may be required. Proficiency working in a Windows based environment, including Word and Excel; experience working with SAP Global Trade (GTS) module is a plus.
