An Overview


The University of Tulsa College of Law, a private institution with a total enrollment of less than 400, offers legal education opportunities to J.D., LL.M., joint degree, and certificate candidates for leadership and academic excellence.

TU College of Law provides an academically rigorous, yet congenial atmosphere where students become ready through participation in pro bono programs, award-winning law journals, student organizations, competitive moot court teams, and an on-campus legal clinic. TU College of Law boasts a low student-to-professor ratio, offering students a highly personalized education and encourages them to develop strong professional networks. Students also have access to one of the best professional development offices in the nation, whose graduate placement rates are consistently higher than the national average.

TU College of Law is proud to host an actively involved alumni community of more than 6,000, many of whom have developed highly distinguished careers as lawyers, judges, legislators, corporate counsel, and community leaders. Requirements Details
Eligibility To be eligible to apply to the LL.M. program, students must have completed, or be in the process of completing, a JD from an ABA-accredited law school or a degree from an institution outside of the United States that permits students to practice law in that country, such as a J.D., LL.B., or an equivalent degree. See eligible law degrees by country. (Minimum degree requirements are specified next to each country.) Complete official transcripts of all previous college, university, and graduate schools should be submitted. If Records are not in English, then it should be sent with literal English translation.

Personal Statement A detailed 800-word personal statement of interest is required. The statement should include a discussion of the student's purpose in obtaining the degree, showing an interest in the study of the laws applicable to American Indian or other Indigenous people; also, showing potential to engage in scholarly work.
Proof of Competency in English If the applicant is from a non-English speaking country, they are required to submit their Scores of "Test of English as a Foreign Language" (TOEFL) before their application can be processed.

LL.M. in American Indian and Indigenous Law A student who chooses the academic track may complete the LL.M. in American Indian and Indigenous Law program through 24 hours of coursework alone, without a thesis. Academic track students may enroll full or part-time, and must complete the requirements in three years. Students on the academic track need to take the following courses, for a total of 17 credit hours:
  • Federal Indian Law (3 units)
  • Native American and Indigenous Rights (3 units)
  • Tribal Government (3 units)
  • Native American Natural Resources (3 units)
  • American Indian Law Seminar (3 units)
  • Protection of Minority and Indigenous Cultures (2 units)

Students who have already completed one or more of the above courses maybe able to waive the course(s) with the written consent of two of the Native American Law Center (NALC) faculty, one of whom is the student advisor. A requirement may also be waived with the written consent of two of the NALC faculty, one of whom is the student advisor, for other extraordinary circumstances.

Details of Courses Offered


The LL.M. in American Indian and Indigenous Law Program at TU College of Law is an advanced degree designed to educate lawyers in the issues critical to understanding and representing American Indian and other indigenous people, both in the United States and abroad.

Tribes play an increasingly important role in business and politics. As a result, Indian law has become less of a specialty and more of a necessity for lawyers. Because of Tulsa's unique location and the expertise of the faculty, The University of Tulsa College of Law is a leader in Indian law education and emphasizes the three foundation sets of legal principles: law of the tribal governments, domestic laws of the United States (Federal Indian law), and the international law applicable to indigenous people.

The LL.M. program is flexible. After consulting the faculty, students can tailor a field of study not just to Indian law in general, but to specific sub-specialties they wish to develop. The program is available as either an academic track (emphasizing course work) or a research track. Both tracks require successfully completing a minimum of 24 credit hours and maintaining a minimum grade point average of 2.5 on a 4-point scale to earn the degree.

Students can make a preliminary choice of which track they intend to pursue when they enter the program. That preliminary choice, however, is not binding on the student. The faculty commits towards working individually with each student to meet particular academic needs.

The University of Tulsa College of Law offers an advanced LL.M. in American Law through a program that might be completed in as little as one academic year. The degree program provides foreign law graduates training in United States law through a campus-based program.

The LL.M. in American Law for Foreign Graduates program consists of a full course of study over two semesters. LL.M. degree candidates enroll in one semester course designed to introduce U.S. law and one semester course on U.S. legal methodology. Students need to complete an additional six to eight courses and will be closely counseled in their course selection. Students can choose from the many courses offered by TU College of Law and the other graduate departments of The University of Tulsa.

The program offers foreign law graduates the opportunity to develop an understanding of American law as well as an opportunity to specialize in a specific area of law. Students of the program enjoy greater employment flexibility in their own countries, as well as the possibility to practice law in states that allow foreign graduates to sit for the bar exam.

The University of Tulsa College of Law LL.M. in American Law for Foreign Graduates with an energy concentration allows students who have earned law degrees from outside of the United States to examine U.S. legal and policy in sustainable energy, resources, and environmental law.

Financial Aid


Federal Direct Unsubsidized Stafford Loans are available for students who need funds to help meet their educational expenses. The maximum amount for Unsubsidized Stafford loans per academic year is $20,500. The student is responsible for the interest on this loan while in school or upon the request of the borrower, this interest can be added to the principle. This loan is a fixed interest rate of 6.8% and will have 1.05% taken out at the time of disbursement for origination fees. Students will enter repayment 6 months after enrollment drops below half-time status. The lifetime aggregate Stafford loan limit for law students is $138,500, of which no more than $65,500 can be from the Subsidized Stafford loan.

Federal Direct Graduate PLUS Loan is a loan that students may apply for in addition to the Direct Unsubsidized Stafford loan. The maximum a student can borrow each year is the difference between the Cost of Attendance and all other aid received for the academic year. This loan has a fixed interest rate of 7.9% with 4.20% being taken out at the time of disbursement for processing and origination fees. Students will enter repayment 6 months after enrollment drops below half-time status. The student must not have bad credit to get this loan.

Private Alternative Loan is a loan that students may apply for in addition to the Federal Unsubsidized Stafford loan. The maximum a student can borrow each year is the difference between the Cost of Attendance and all other aid received for the academic year. This interest rate varies among the lenders as they will use either the T-Bill or Libor in addition to another percent that will be determined by them when they apply for the loan. Some lenders will also assess processing and origination fees and those based upon their credit score. Students will enter repayment 6 months after enrollment drops below half-time status. The student should have good credit to obtain this loan.

Merit-based Scholarships Qualified admitted applicants to The University of Tulsa College of Law will be automatically considered for merit-based scholarships. About 60% of the overall student body receives scholarships. No form is required to be considered for scholarship.
