Job Title Attorney/Other
Job Profile Program Analyst, GS-0343-09/13
Duties: Serves as a Program Analyst in a team environment or as the Inspector-in-Charge (IIC). IICs are typically at the GS-13 grade level. Inspector-in-Charge responsibilities include direction of team members to accomplish inspection objectives within deadlines, keeping the Director fully informed on the progress of the inspection and making the Director aware of any anticipated, potential, or real issues that could hinder the inspections progress, along with other duties as assigned. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. Develops and participates in the design, analysis and communication of results regarding high-profile evaluations and classified reviews of Department programs to ensure they are operating efficiently, effectively, and economically. Conducts on-site interviews often with digital voice recorder technology, designs survey questionnaires, and analyzes pertinent records to accomplish review objectives, and prepares and reviews working papers to document the result of the review. Leads entrance conferences or participates with team members, supervisors, and Department managers to discuss preliminary findings and recommendations during the conduct of the interview, and participates in exit conference to inform appropriate officials of the results of the review. Proposes changes in job review scope and advises on all aspects of the interpretation and application of impacting policies and procedures relevant to the review. Leads or participates in every phase of an evaluation or review, from job proposal and design matrix through report issuance. Writes reports of significant interest to the Government and the public that identify non-compliance with regulations, inefficient operations, or improper practices. Provides effective follow-up measures, insuring the responses to the report are timely and sufficient and recommends necessary actions to correct deficiencies. Evaluates work processes and makes recommendations for effective organizational changes. Conducts fact-finding into more effective and efficient ways of managing an organization's work functions. Reviews internal processes and procedures, making recommendations for improvements to promote efficiency, effectiveness, and cost savings.
Qualification and Experience Qualifications:
Minimum federal qualification requirements:
Grade 09: Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Substitution of education for experience: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

Combination of education and experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 11: Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Substitution of education for experience: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

Combination of education and experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 12: Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Grade 13: Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

Grade 9: Examples of specialized experience include giving formal presentations to senior level officials and fellow employees; applying basic evaluative techniques; writing reports that cover a specific or narrow in scope issue; and using various databases, spreadsheets, graphs and charts to organize, analyze, and present information.

Grade 11: Examples of specialized experience include communicating report findings and recommendations to people inside or outside the business; applying a wide range of analytical techniques to evaluate issues; writing reports on a complex or narrow in scope issue; and using various databases, spreadsheets, graphs and charts to organize, analyze, and present information.

Grade 12: Examples of specialized experience include presenting complex data in formal settings to higher level management; preparing segments of evaluation or audit reports addressing an organizations productivity and efficiency including conclusions and recommendations; leading and planning a limited scope review or segment of a review; and possessing a sound knowledge of using various databases, spreadsheets, graphs and charts to organize, analyze, and present information.

Grade 13: Examples of specialized experience include providing expert analysis and advice on complex program organizational issues; serving as a team leader on an evaluation, inspection, or audit with a large scale review; and using advanced technological tools to analyze and present data.

Experience with computer tools and analytical techniques, including databases, spreadsheets, and statistical applications to organize, analyze, and present data is needed. Experience in researching, analyzing, and evaluating information to determine the nature and scope of any systemic problems and to make recommendations to promote improved organizational efficiency and effectiveness is required. Experience in planning, organizing, conducting, and/or directing program evaluations, performance audits, management reviews, or operational intelligence reviews in an OIG, GAO, or internal review environment at the federal, state, local, or private industry setting. Experience in presenting concisely and effectively the results of complex analytical work through both formal oral presentations and formal written reports.

Ability to successfully prepare comprehensive written reports that are clear and concise and that effectively communicate findings and recommendations using both text and computer-generated charts, tables, and graphs required.

Experience in working in the intelligence or law enforcement environment is highly desirable.

A graduate level or higher education in evaluation studies that can be applied to improving government and organizational operations resulting in program efficiency and effectiveness; such as Public Policy and Administration; Educational Research, Measurement, and Evaluation; Quantitative and Qualitative Evaluation Research; is preferred.
