Contract Specialist, GS-1102-09/15 Duties: The primary purpose of this position is to perform pre award and post award functions when are well defined and well precedented, using common contracting methods and contract types, to procure standard or Specialized service; supply; and/or construction items, services, and/or materials through formal advertising and negotiation procedures using primarily firm fixed-price contracts. Procures and plans acquisitions for standard or specialized Items, services, and/or construction contracts where specifications have become standardized and established competitive markets and price competition exist, reviews requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements. Develops solicitations and evaluates responses. Compiles complete bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources. Prepares and issues solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation. Uses primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts when historical and precedent data are available. Monitors contract performance and assists in contract termination, Monitors contract performance through telephone conversations, correspondence, site visits, inspections, progress reports, and analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract. Provides advice and assistance to others relating to contracting work and prepares correspondence. Provides advice and assistance to installation technical personnel, sales representatives, and/or contractors' local suppliers whenever information is needed or issues need to be resolved. Establishes working relationships with program and contractor management personnel.

Qualification and Experience

Basic Requirements: Applicants must have a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees

AND

At least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND-

In addition to meeting the basic requirements, applicants must have one year of specialized experience in accordance with OPM Operating Manual, Qualifications Standards for General Schedule Positions, General Policies and Instructions. Higher education may be substituted for specialized experience at the GS-09 and GS-11 level.

For GS-09 grade level: In addition to meeting the basic requirements, applicants must have one year of specialized experience in accordance with OPM Operating Manual, Qualifications Standards for General Schedule Positions, General Policies and Instructions. To be creditable, the specialized experience must have been at the next lower grade or payband. The experience must have equipped applicants with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of creditable specialized experience include knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. A Masters degree (or equivalent graduate degree such as LL.B or J.D.) or 2 academic years of progressively higher level graduate education including 24 hours of business may substitute for the one year of specialized experience

For GS-11 grade level: In addition to meeting the basic requirements, applicants must have one year of specialized experience in accordance with OPM Operating Manual, Qualifications Standards for General Schedule Positions, General Policies and Instructions. To be creditable, the specialized experience must have been at the next lower grade or pay band The experience must have equipped applicants with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of creditable specialized experience include knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. A PH.D (or equivalent doctoral degree) or 3 academic years of progressively higher level graduate education including 24 hours of business may substitute for the one year of specialized experience.

For GS-12 grade level: Non -Contracting Officers must have at least 52 weeks of specialized experience equivalent to the next lower grade or pay band Contracting Officers must have at least two years of specialized experience in contracting positions in accordance with 10 USC 1724 of which 52 weeks must have been equivalent to the next lower grade or pay band. Examples of creditable specialized experience include knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.

For GS-13 grade level: Non-Contracting Officers must have at least 52 weeks of specialized experience equivalent to the next lower grade or pay band Contracting Officers must have at least two years of specialized experience in contracting positions in accordance with 10 USC 1724, of which 52 weeks must have been equivalent to the next lower grade or pay band. Examples of creditable specialized experience include knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.

For GS-14 grade level: Non-Contracting Officers must have at least 52 weeks of specialized experience equivalent to the next lower grade or pay band. Contracting Officers must have at least two years of specialized experience in contracting positions in accordance with 10 USC 1724, of which 52 weeks must have been equivalent to the next lower grade or pay band. Examples of creditable specialized experience include knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.

For GS-15 grade level: Non-Contracting Officers must have at least 52 weeks of specialized experience equivalent to the next lower grade or pay band. Contracting Officers must have at least two years of specialized experience in contracting positions in accordance with 10 USC 1724, of which 52 weeks must have been equivalent to the next lower grade or payband. Examples of creditable specialized experience include knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.
