Job Title Legal Staff
Job Profile Paralegal Specialist
Duties: Assists by researching/investigating facts of dependency cases and preparing legal documents. May be responsible for coordinating work and supervising employees. Demonstrates, models and reinforces the agency's values of people, partnership, quality, accountability, teamwork, integrity, and advocacy and state fundamental values of fairness, cooperation, respect, commitment, honesty, and excellence. Demonstrates these values in their interactions with co-workers, supervisors, and customers; in the personal contributions to work assignments and projects; and when representing the agency or the state. Supports and exemplifies a positive and ethical work environment, which allows all employees to achieve their full potential in carrying out the agency's mission and values. Communicates professionally, exhibiting courtesy, respect and understanding when dealing with clients, the public, co-workers and staff of other community agencies with no more that three documented and verified complaints during the reporting period. Keeps supervisor fully informed of activities, pertinent issues, upcoming events and potential problems. Supports the office and the Department and works with others in an effort to accomplish the goals of the office and the Department. Makes reasonable effort to adhere to the established safety procedures and practices in the workplace. Prepares a variety of legal documents for the attorneys, such as petitions, orders, motions, notices, final judgments, final orders, recommended orders and stipulation agreements to be filed in circuit, county, appellate and federal courts and administrative proceedings. Drafts general correspondence for attorney's review and signature. Prepares case summaries, pleadings, orders, and summons under supervision of the attorney. All work products to be timely prepared, submitted, and filed. Maintains case files, court calendars, and litigation timetables for the areas and cases assigned. Maintains a good working relationship with clerks of courts, judges' assistants, private attorneys, court reporters, and Family Safety staff, by displaying professional and courteous behavior. Maintains all files on litigation in juvenile cases such as dependency, termination of parental rights, adoptions and appellate proceedings. Provides assistance to staff in locating specific rules and statutes. Assists the attorney by taking notes, obtaining additional information pertinent to the case being litigated, providing copies of the rules and statutes as requested. Acts as liaison with judicial staff, Family Safety staff, law enforcement, other agencies, the public and clients. Prepares exhibits, witness lists, and trial folders with correct style for easy use in maintaining, managing, and indexing all case files. Prepares memos, correspondence, simple legal forms for intra-agency distribution and for publication by attorneys, using approved agency format for all correspondence and/or the Uniform Citation System for legal citations. Drafts discovery requests and responses, creates exhibits and prepares witness lists for editing by attorney far enough in advance of the hearing date to allow for review and editing by the attorney and proper time for response by opposing counsel. Conducts comprehensive interviews with witnesses and parties for fact-finding investigations and in preparation for depositions and hearings, taking detailed notes for review and use by the attorney. Independently, efficiently, and with awareness of opposing arguments, researches and retrieves legal authorities with subsequent case history, then analyzes legal issues and develops conclusions with support from binding and persuasive authorities. Ensures that the Tracking System (Database) is kept current and accurate. Performs other related duties as assigned. Some travel within the Circuit may be required. Will be observing, receiving, and otherwise obtaining information from all relevant sources. Identifying objects, actions, and events. Identifying information received by making estimates or categorizations, recognizing differences or similarities, or sensing changes in circumstances or events. Analyzing data or information. Identifying underlying principles, reasons, or facts by breaking down information or data into separate parts. Communicating with other workers. Providing information to supervisors, fellow workers, and subordinates. This information can be exchanged face-to-face, in writing, or via telephone/electronic transfer. Evaluating information against a set of standards and verifying that it is correct. Entering, transcribing, recording, storing, maintaining information neither written form or by electronic/magnetic recording. Communicating with persons outside the organization, representing the organization to customers, the public, government, and other external sources. This information can be exchanged face-to-face, in writing, or via telephone/electronic transfer. Combining, evaluating, and reasoning with information and data to make decisions and solve problems. These processes involve making decisions about the relative importance of information and choosing the best solution. Monitoring and reviewing information from materials, events, or the environment, often to detect problems or to find out when things are finished. Estimating the Characteristics of Materials, Products, Events, or Information: Estimating sizes, distances, and quantities, or determining time, costs, resources, or materials needed to perform a work activity.
Qualification and Experience Requirements: Must have an Associate's degree or higher or at least 5 years of legal experience. Must be computer literate. Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process is required. Knowledge of administrative and clerical procedures and systems is needed. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar is must. Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. This may include strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods is essential. Knowledge of computer software including applications is needed.
