Supervisory Attorney-Adviser (General) – GS-0905-13/13 The candidate provides personal legal services to active duty and retired military personnel and their family members. Such services include to, wills and estates; powers of attorney; state and federal taxation; contracts; leases; real and personal property; and domestic relations. Serves as Chief Legal Assistance Division, and as Supervisory Attorney-Adviser in the Legal Assistance Division, of the Office of the Staff Judge Advocate. The incumbent will supervise both military and civilian personnel. Serve as supervisory attorney managing an office of 10-12 military and civilian personnel grades E1 through O3 and GS5 through GS12 respectively; accomplish all aspects of management including to supervision of duty performance, evaluation of duty performance, developmental counseling and management of personnel resources. Provide services including, but are not limited to, wills and estates; powers of attorney; state and federal taxation; contracts; leases; real and personal property; domestic relations; civil rights; adoption; consumer protection: local law: court procedures; survivor's assistance matters; insurance law; bankruptcy; landlord-tenant problems; immigration and naturalization matters; and other matters not involving actual court appearances. Communicates with clients and strictly preserves the confidences of the client in accordance with the applicable canons of the Code of Professional Responsibility of the American Bar Association, the Rules of Professional Responsibility of the American Bar Association, the Rules of Professional Conduct for Lawyers of The Judge Advocate General and applicable state standards. Acts as liaison officer with local bar associations, courts, attorneys, legal aid societies, and other community service activities to facilitate resolution of specific problems and develop command legal assistance programs. Responsible for planning, staffing, coordinating and implementing programs such as an expanded legal assistance program resulting in the incumbent being authorized to appear and present cases on behalf of legal assistance clients before courts of local jurisdiction. Responsible for the accuracy, timeliness, legal efficacy and professional appearance of all wills, powers of attorney, deeds, bills, leases, affidavits, contracts, promissory notes, mortgages, of trust, name change petitions, separation agreements, letters, on petitions, guardianship petitions, complaints and all legal documents prepared by the supervisory attorney-advisor and other personnel assigned to the Legal Assistance Division. Responsible for obtaining and maintaining the tax-assistance office, having sufficient staffing and supplies for requests for federal, state and local tax assistance and the latest in computer hardware and software to operate the computerized tax program.

Qualification and Experience

The candidate must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or J.D.). Must currently be a member in good standing of the Bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Must have 2+ years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LL.M may substitute for one year of the required professional legal experience is needed. Must have knowledge of statutes, regulations, and law related to general administrative law, government ethics, investigations and environmental law. Ability: Ability to analyze, provide advice, and represent the agency. Ability to research and formulate legal opinions and decisions regarding general military administrative and civil law. Ability to provide oral and written opinions. Ability to serve as subject matter expert in all matters Client Services related. Ability to review subordinate attorney work product and provide guidance as needed.
