Ethics Officer Duties: Prepares reports on lobbyist activity to identify issues needing clarification and conducts research regarding possible violations of law or policy. Documents intake interviews on hotline contacts and suggests to Chief Ethics Officer whether further investigation is warranted; prepares reports for review by the Chief Ethics Officer for the Office of the Inspector General recommending steps to be taken for enforcement of Metro’s ethics policy. Develops quarterly ethics newsletter and prepares training materials for ethics training which are reviewed by senior staff. Conducts training on Metro’s Codes of Conduct and statutory obligations. Develops and maintains ethics awareness programs and computer-assisted lobbyist registration training programs for all staff. Develops and maintains intranet and internet ethical web sites for staff and general public. Prepares Conflict of Interest reports for Board and committee meetings. Compiles Public Records Act requests from the press and general public regarding economic financial disclosure forms and lobbyists records. Compiles and prepares monthly reports for Metro’s Board of Directors and staff regarding procurement activity for voting conflict of interest issues or laws and board agenda issues. Collects and reviews Annual Statement of Economic Interest Forms for Metro’s employees, consultants, Board of Directors and staff. Consults with senior staff to conduct research on ethical issues upon receipt of inquiries from Board Members and Executive Staff. Coordinates the development and oversees the maintenance of the intranet and internet ethical web sites for staff and general public. Acts as a lead person providing work direction and guidance to entry level, administrative, and clerical staff when assigned. Contributes to ensuring that the EEO policies and programs of Metro are carried out.
Qualification and Experience
Requirements: Bachelor’s degree - Business, Public Administration, Accounting, or Political Science. 2 years of professional experience in support of ethics programs or compliance with regulatory laws. JD Degree highly desirable. Licensed to practice law in the State of California highly desirable. Knowledge: Ethical theories and practices. Metro policies and procedures. Applicable local, state, and federal laws, rules and regulations with emphasis on laws affecting governance of Metro and the California Political Reform Act of 1974. Presentation and training theories and techniques. Public Records Act and Brown Act. General office practices and procedures. Business computer software applications including Windows, Word, Access, Excel, PowerPoint, and Outlook. Closing Date: 1 JULY 2016
