Manager-State Government Affairs The candidate directly manages regulatory, legislative and industry relations for company’s ILEC and CLEC companies at the state level in support of the provision of voice, data, and video services in assigned states. Has direct responsibility and accountability for each state’s regulatory and legislative activities, industry relationships and overall results. Monitors, participates and leads regulatory dockets and proceedings as well as industry and legislative activities, and ensures that both company’s ILEC and CLEC positions have been considered and are well represented in these activities. Position reports directly to the Vice President - External Affairs and Corporate Communications who oversees nine structurally similar positions across ’ 36 state region. Develops, promotes positive/effective working relationships with state commissions and industry (CLEC and ILEC) organizations as a means of promoting company’s policy positions. Assumes leadership roles within state associations and other industry groups. Manages relationships with external counsel representing company in assigned states. Monitors, participates in and leads all docket activities and other regulatory proceedings affecting company’s ILEC and CLEC companies, in support of the provision of voice, data, and video services in their assigned states. Provides expert testimony on behalf of company before regulatory bodies. Serves as subject matter expert on local and statewide franchise activities, authorizations, and compliance requirements. Monitors and participates in state legislative activities for company’s ILEC and CLEC companies, in support of the provision of voice, data, and video services in their assigned states. Provides expert testimony on behalf of company or industry associations before legislative bodies. Serves as primary interface between state commission and industry personnel and internal personnel, such as Technology and Service Delivery teams, Corporate Counsel, Carrier Relations, and other business units, for escalation and resolution of issues arising in assigned states for wholesale and retail customers, not resolved on an operational level, which may include intercarrier compensation disputes, call termination issues, broadband availability, broadband speed, customer billing, and 911 issues. Includes the filing of formal complaints and testimony with State Public Services Commissions, as needed. Represents company in assigned states by attending state and community level meetings and functions, as necessary. Examples include attending video franchise meetings, state and county broadband development meetings, community events, etc. Participates in regulatory, legislative and industry relations for company’s ILEC and CLEC companies at the national level. Participates in policy development. Monitors and stays informed on industry issues (global).
Qualification and Experience
The candidate should have Bachelor’s degree (or higher)-OR- 4+ years professional work experience. MBA, J.D., CPA or CMA is preferred. Should have + years regulatory experience and/or telecommunications leadership experience. Must have experience in effectively influencing public policy. Should have thorough understanding of regulatory, legislative and industry environments, and experience in effectively influencing public policy. Must have understanding of evolving industry technologies and issues, including to Voice Over Internet Protocol, Fiber to the Home/Fiber to the Node (FTTH/FTTN), cable technologies. Should have outstanding interpersonal, written, and oral communication skills. Excellent analytical and negotiation skills are required. Must have ability to act independently and evaluate alternatives and policies with a big picture perspective and a can-do attitude. Must have ability to work effectively with individuals from various technical disciplines.
