Profile

Program Analyst – GS-0343-9/12 The candidate will become a valued member the Office of Inspector General (OIG) supporting Auditors, Inspectors and Evaluators, Investigators or Program Analyst by performing segments of projects or studies. Typical assignments include: Utilize qualitative and quantitative analytical skills in analyzing, evaluating, inspecting and improving the effectiveness of program operations. Prepare and conduct evaluations which focus on the objectives; identify techniques or methods to use in gathering data and documentation, and develop new lines of inquiry and potential areas. Gather and analyze information obtained though observation, document review, previous reports, written policies and procedures, legislative history, financial/accounting records, and other material related to the program, function, or activity under review. Research and prepare proposals for future department-wide (DHS) audits, inspections and evaluations and/or investigations. Plan and conduct program assignments that focus on specific objectives. Minimum Qualification at the GS-9: 1 year of specialized experience equal to or equivalent at the next lower grade level (GS-07). Examples of specialized experience at this level includes analyzing and evaluating the effectiveness of program operations; assisting in the development, design, documentation, and implementation of reports; providing technical advice on program operations; preparing data summaries for inclusion in routine and special reports. OR A Master's or equivalent graduate degree; or two (2) years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. OR A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. Minimum Qualification at the GS-11: 1 year of specialized experience equal to or equivalent at the next lower grade level (GS-09). Examples of specialized experience at this level includes analyzing and evaluating the effectiveness and efficiency of program operations; analyzing and monitoring various projects and activity timelines; reviewing, verifying, and analyzing data; and conducting needs analysis, performance measures, risks and contingency plans for programs and projects. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. OR A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. Minimum Qualification at the GS-12: 1 year of specialized experience equal to or equivalent at the next lower grade level (GS-11). Examples of specialized experience at this level includes analyzing and evaluating the effectiveness and efficiency of program operations; analyzing and monitoring various projects and activity timelines; reviewing, verifying, and analyzing data; conducting needs analysis, performance measures, risks and contingency plans for programs and projects; and conducting complex project reviews or studies comparable to evaluating business or government programs and operations to determine their levels of effectiveness, efficiency, economy, quality, or productivity.
