Deputy International Tax Counsel, ES-0905-ES DUTIES: Administrative Guidance: Under the general guidance of the International Tax Counsel (ITC), supervises staff work regarding provisions of the Internal Revenue Code requiring administrative guidance. Maintains liaison with the Internal Revenue Service to clarify legal and policy issues and explain the Department’s policy positions. Reviews and revises administrative guidance projects, including regulations and revenue rulings, to ensure they are of the highest quality, reflect sound tax policy, and are consistent with the Department’s policies. Provides legal analysis of international tax law and regulations, making recommendations for revisions to reflect the Department’s policies. Presents and promotes the Department’s administrative guidance projects to the Congress, stakeholders, general public, and tax practitioners. Legislation: In coordination with the ITC, evaluates provisions of the Internal Revenue Code requiring reform, amendment, simplification, or expansion in order to implement the Administration’s international tax policies. Reviews legislative proposals referred to the Department for analysis. Coordinates staff analyses, reports, testimony, and other information in support of the Department’s legislative agenda, including development of proposals for consideration as part of the Administration’s Budget. Presents and promotes the Department’s positions with respect to such legislation in meetings with and speeches before interested general public and international tax practitioners. Treaty Affairs: Under the general direction of the ITC and the Deputy to the ITC for Treaty Affairs, maintains ongoing relationships with international organizations on tax matters and represents the Administration’s and the Department’s tax policies before such organizations. Develops and reviews tax treaty policy positions for conformity and consistency with statutory and regulatory provisions to prevent fiscal evasion through transnational transactions. Liaison: Meets with senior officials of the Treasury and other agencies, Congress, State and local governments, foreign governments, multinational organizations, taxpayer and legal associations and interest groups, and interested taxpayers and tax practitioners to represent and promote the Department’s view on such international tax legislation, administrative guidance, and other tax policy matters. Counsel: Prepares analyses, reports, testimony, and other information in support of the Department's legislative agenda, in particular with regard to projects affecting or affected by regulations and other administrative guidance. Assists Counsel in the development and implementation of specific legislative and administrative guidance projects and monitors, and reports to the Counsel on, the status of specific projects. Researches and develops recommendations for improving the Office's operation and performance in promulgation of regulatory and administrative guidance. As a deputy to the International Tax Legislative Counsel, in the latter's absence or unavailability, may be called upon to provide temporary leadership for the Office. The General Counsel will designate an Acting International Tax Legislative Counsel as circumstances require.

QUALIFICATIONS:

MANDATORY TECHNICAL QUALIFICATIONS (MTQs)

MTQ 1 - Diversified legal experience dealing with highly complex issues in the field of international taxation and related matters including the taxation of foreign income and investment, the taxation of U.S. taxpayers with foreign source income, fiscal evasion through transnational transactions, and reconciliation of U.S. and foreign tax systems.

MTQ 2 - A comprehensive understanding of the functions of the Office of the International Tax Counsel and its relationship to other offices within Treasury, the Internal Revenue Service, the Department of State, foreign governments, and international organizations.

MTQ 3 - Achievement of significant professional recognition and standing within the Federal taxation community. Evidence of outside professional activities, such as publications, speaking engagements, teaching, or substantial contributions to tax associations or similar groups.

MTQ 4 -Qualification for this senior leadership position in the Office of Tax Policy requires that the applicant demonstrate management and leadership experience. Evidence of leadership may include managing professionals, experience developing subordinate employees, leading organizational strategic planning, and leveraging organizational resources to meet goals.

Must have graduated from an accredited law school and be an active member in good standing of a state or District of Columbia Bar. Must have 1+ year of experience as an attorney at the GS-15 (or equivalent) level of difficulty in the Federal service or private sector.
