Supervisory General Attorney (Tax), Associate Area Counsel, GS-0905-15/15 Duties: The candidate serves as a first-line supervisor and general manager of a staff of attorneys and paralegals assigned to one of LBI's practice groups (Groups), and the incumbent is responsible for administering all LBI-related services and programs under the Group's jurisdiction. Serves as first-line supervisor to a Group of attorneys and paralegal support staff engaged in providing tax advice and litigation support to the IRS. Provides technical guidance and oversight of all litigation and advisory activities performed by Group staff, which include such responsibilities as representing the IRS in U.S. Tax Court, providing advice and assistance to IRS officials concerning the examination, collection and protection of Federal tax liabilities, and assisting the U.S. Attorney's Office in local civil proceedings involving Federal tax liabilities. Serves as the Area Counsel's primary advisor on all management and legal matters within the Group's jurisdiction. Establishes procedures for reviewing and evaluating the effectiveness of Group services and programs. Promotes information sharing between Group personnel and other Counsel functions, IRS Appeals, and IRS compliance and enforcement functions in facilitating communication networks and maintaining awareness of new developments/initiatives that could impact Group, Area, or National programs, goals, or operations. Participates with the Area Counsel and other LBI managers, as appropriate, in the development and implementation of the LBI business plan and other strategic plans and goals for matters under the Area Counsel's jurisdiction. Ensures staff activities are coordinated, as appropriate, with other LBI personnel, other Division and/or Associate Chief Counsel offices, and IRS client offices. Provides logistical and staff support to large case litigation activities under the jurisdiction of the Deputy Area Counsel (Strategic Litigation) (Area 4).
Qualification and Experience
Qualification: GS-15: The candidate should have 1+ year of specialized experience, equivalent in scope and effect to the GS-14 level. Should have thorough and comprehensive knowledge and expertise of Federal tax statutes and regulations pertaining to, among other things, Subchapter C corporations, and subchapter S corporations and partnerships with assets more than $10 million; and a thorough and comprehensive knowledge of litigation strategies and procedures used in LBI case work, including the ability to apply sound judgment in developing and assessing settlement options/interests. Should have JD degree and/or the LL.M. Must be from an ABA-accredited law school. Must be admitted to practice law before the highest court of a state or territory of the United States; the District of Columbia; or the Commonwealth of Puerto Rico. Deadline: 8 June, 2017
