Profile

Regulatory Analyst, Distributed Generation / Energy Storage Duties: Supporting Director of Policy and Regulatory Affairs Manager in providing policy subject matter expertise and in engagement with regulatory agencies, including compliance filings, advice letters, and participation in proceedings relevant to DG/Storage. Will report to the Regulatory Affairs Manager, providing analysis and communication on regulatory and policy issues related to DG/Storage for distribution to the Director of Policy and all relevant CSE programs. Ccollaboration with the Policy Team, will facilitate regulatory- and policy-related activities in pursuit of the organization’s mission. Support the Distributed Generation/Renewables Teams in their communications with the CPUC, CEC, ARB and other agencies. Under the direction of the Regulatory Affairs Manager, will involve establishing and maintaining communication and productive working relationships with regulatory agency officials, utility staff and other key stakeholders, including local governments and industry groups. Will track proceedings and draft regulatory comments, and manage preparation of policy summaries, web postings and other materials for a variety of stakeholders. Monitor relevant legislative and executive action at the State and Federal levels, in coordination with the Director of Policy. May serve as a subject matter expert on certain policy areas, including DG, Energy Storage, Rate Design/Reform, Net Energy Metering (NEM), and other Demand-side programs, as directed by the Regulatory Affairs Manager or Director of Policy. Supports the Regulatory Affairs Manager on all DG/Storage regulatory and legislative matters, including interpretation of local, state and federal laws, ordinances and regulations, existing and pending. Supports regulatory engagement in DG/Storage matters, including participation in relevant proceedings, scheduling, filings, notices and other required deliverables. Works with program managers to ensure programs are in compliance with regulatory and legislative requirements for implementation and reporting. Works with program managers to identify strategic opportunities for programs to provide additional support to local, state and national clean energy policy goals. May represent in regulatory, legislative, policy and other forums. In coordination with the Director of Policy, monitors relevant legislative and executive action at the State and Federal levels. In coordination with the Regulatory Affairs Manager, provides forward guidance to the Director of Policy on upcoming regulatory and policy developments and priorities, including interpretations of strategic documents and their implication for mission.

Qualification and Experience

Qualifications: Bachelor’s degree (B.A.) in Public Policy or related discipline/coursework from a four-year college or university (Masters or JD Degree a plus) with 3-5 years of policy experience directly related to the duties and responsibilities specified. 3-5 years of subject matter experience in DG/Storage are essential, with additional expertise in Rate Design/Reform and Net Energy Metering extremely desirable. Specific knowledge of Senate Bill 1 (Stats. 2006, ch. 132), Assembly Bill 1470 (Stats. 2007, ch. 536), Assembly Bill 217 (Stats. 2013, ch. 609), and Senate Bill 861 (Stats. 2014, ch. 35) and related energy statutes and regulation is required. Ability to read, analyze, interpret and summarize complex regulatory documents. Ability to navigate regulatory and legislative records. Ability to understand and apply relevant policy frameworks and analytical tools to issues. Ability to analyze proposed policy changes to understand potential impacts upon CSE and the region. Ability to develop robust policy solutions that meet the identified policy need. Ability to write policy and analytical prose that is clear, concise, precise and accessible. Strong organizational skills; must be a skillful planner and demonstrate ability to work under strict deadlines. Ability to communicate clearly, effectively, tactfully and persuasively, orally and in writing, to individuals and groups. Ability to effectively present information and respond to questions from management, staff, clients and the general public. Ability to respond appropriately to external events in a manner consistent with CSE’s plans and strategies. Ability to work within an organizational structure that embraces a collaborative and consultative framework for decision-making. Excellent interpersonal and teamwork skills; knows how to deal appropriately and effectively with others. Flexibility to respond to changes in priorities and demands for work. Experience with State and local governments a plus. Knowledge of CSE Programs an asset.
