Team Leads, Siting Duties: Ensures that critical transmission projects advance through the appropriate state and local siting processes in an expedient manner. Guide the Project Manager and Project Siting Specialists. Develop and implement siting strategies and schedules for specific transmission projects in accordance with the overall corporate business strategy and standardized processes and procedures. Coordinate with Siting & Construction Services to ensure seamless communications with regulators, government officials, business owners, residents and other stakeholders regarding project activities.. Ensure formal applications, petitions, and other applicable documents, for siting new or upgrading existing transmission and substation facilities in Connecticut, including related ISO-NE cost-allocation applications, are prepared in a consistent standardized manner regardless of the specific consultants and legal personnel involved. Coordinate associated inputs, testimony, and data/record request responses by technical disciplines, and develop and implement a database software package to facilitate such coordination. Coordinate and lead all field reviews. Lead the submittal to, and obtain approval of, Development and Management (D&M) Plans, construction progress reports, D&M Plan changes, and any other administrative regulatory reporting requirement from the Connecticut Siting Council (CSC). Develop and implement policies and procedures to ensure a consistent compliance assurance process regarding siting agency conditions of project approvals. Maintain proficiency with State of Connecticut siting procedures, regulations, and orders to ensure consistency and incorporate evolving direction from docket to docket. Develop and maintain good working relationships with staff of the CSC. Coordinate with the Licensing and Permitting group on land planning activities needed for project siting.
Qualification and Experience
Requirements: Requires a Bachelor’s Degree in Law, Business Administration, Finance, Economic, Engineering or related degree. 7+ years utility or related industry experience. Regulatory and/or legal experience preferred. Proven experience working with legal contracts and regulatory orders. Direct job duty experience is highly desired. Understanding of electric transmission. Transmission planning and routing analysis knowledge highly desired. Understanding of Federal and state energy regulation. Strong strategic and business acumen, communications skills, and influence skills. Ability to interact effectively with transmission customers and project stakeholders. Ability to organize and manage teams of engineers, lawyers, and communications professionals.
