General Counsel The candidate will be responsible for providing legal advice on matters affecting the Washoe Tribe. Prepare legal research and writings as required. Report to Tribal Council the findings of all assigned tasks. Maintain confidentiality of all privileged information. Serve as General Counsel for the Tribal Government. Provide general legal counsel to the Tribal Council, Tribal Chairperson, Administration, Community Councils and all Tribal Departments. Serve as counsel for all Tribal Council meetings; and on request for Tribal Health Board meetings, Community Council meetings, and meetings of standing Tribal Council committees. Advocate for and defends the interests and trust assets of the Tribe and negotiates inter-governmental agreements with Federal, State and local governments. Draft, advocate, secure Federal and State legislation to protect and further Tribal interests. Draft and revise Tribal ordinances, regulations, procedures, plans and policies, on behalf of the Tribal Council or Tribal departments. Prepare response for any legal correspondence. Create strategic plan for environmental protection and land acquisitions including assist in plans to respond to environmental threats. Conduct legal research and draft memoranda or reports on a variety of legal issues. Research and read all pending litigation and regulations affecting the Tribe and submits comment letters when necessary. Represent the Tribe in litigation or manages outside counsel, including contract disputes, insurance disputes and jurisdictional questions. Ensure compliance with civil regulatory ordinances of the Washoe Tribe. Perform constitutional analysis and drafting of memos on various constitutional questions. Prosecute violations of Tribal civil ordinances and regulations. Assist in commercial activities and reviews contracts. Assist Gaming Commission with licensing procedures, licensing forms, Minimum Internal Controls and other issues as needed. Attend BIA Probate Court proceedings as needed. Review lease and land assignment issues. Provide legal assistance for non-profit entity Washoe Land Conservancy. Maintain professional and technical knowledge by conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations. Supervise work of Legal Secretary.

Qualification and Experience

A Degree of Juris Doctorate or Bachelor of Law Degree from an accredited law school and 5+ years of increasingly responsible experience representing clients in the legal field required. Must be admitted to the state bar. Must be able to be insurable by the Tribe’s Driving Policy. Knowledge of: applicable federal, state and local laws, regulations, ordinances and requirements; tribal laws and codes, modern tribal courts practices, judicial procedure, and rules of evidence and business writing, spelling, grammar, punctuation, and basic arithmetic required. Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels required. Skills in the preparation and trial of legal cases and corresponding documents; supervising assigned staff; operating business computers, including various database, spreadsheet, and word-processing programs; gathering, analyzing, and organizing information; preparing, reviewing, analyzing and interpreting complex legal documents and publications required.
