Paralegal (Junior, Intermediate, Senior) Duties: In the context of civil litigation filed pursuant to the FOIA, coordinate the processing of FOIA requests for information and provide advice and guidance to management and staff regarding disclosure of Departmental records under the FOIA. Work with IPS reviewers to ensure that responsive documents are properly reviewed for release. Research and review FOIA requests, clarify issues in requests and evaluate need for further information. Work closely with the L attorneys on FOIA cases that have gone into litigation. Draft declarations for filing in Federal district court, and assembles other court filings for L. Manages, coordinates the processing of FOIA and Privacy Act (PA) requests that are the subject of litigation involving the Department of State. Performs “de novo” review of case files to ensure their proper coordination, adequacy of search, regulatory compliance and responsiveness to the requests. Analyzes and evaluates FOIA/PA requests for clarity, reasonableness, and to determine if additional information/action is needed. Coordinates with L attorneys and the Department of Justice (DOJ) on all activities related to cases in litigation under their responsibility. Reviews litigation documents and manages overall case progress. Performs complex research in the State Archiving System and the Central Foreign Policy Files and tasks other Department Bureaus, Offices, and overseas posts to search for responsive records. Analyzes and evaluates all searches conducted to ensure that they were adequate and conducted in accordance with applicable laws, regulations, and procedures. Reviews FOIA/PA responses to ensure proper coordination and responsiveness to request. Serves as case coordinator for request issues that include interpretation and application of the FOIA and the Department’s FOIA regulations, and GIS and IPS policies and procedures. Provides guidance and advice to management and staff regarding disclosure of agency records under the FOIA/PA. Prepares detailed Litigation Reports for use by L and DOJ attorneys representing the Department in FOIA/PA lawsuits. Drafts, edits and/or reviews a variety of legal documentation. Creates/maintains the administrative record regarding the Department’s response to FOIA/PA requests that are the subject of litigation involving the Department. Utilizes electronic recordkeeping systems and other sophisticated tools to monitor/track case progress, review release/denial decisions, generate reports, and out-process cases. Creates, organizes and maintains adequate administrative record documentation of the agency’s actions in litigation cases in paper case files. Performs tasks within assignments that comply with established litigation case management procedures and processes. Ensures case file/administrative record integrity by reviewing the file for accuracy, completeness, and timeliness. Monitors and analyzes program performance data to identify slippages and impact on program requirements. Conducts organizational assessments of projects/programs, development of methods and procedures designed to improve and streamline the process and measurement of the potential impact of activities on program operations in the Branch. Drafts reports of findings and recommendations in support of process improvements. Submit monthly reports documenting all work accomplished. When directed by A/GIS/IPS, provide status information as requested.

Qualification and Experience

Qualifications: 2+ years Paralegal experience.
