Vice President, Military Affairs The candidate will be responsible for providing guidance and assistance for the effective coordination and execution of First Command’s Military Engagement Program. Responsibilities: First Command’s Military Engagement Program. Working with company’s Executive Leadership, DAOs, Advisor Operations and Marketing Departments, advance our engagement with each of the branches of the uniformed services. Assist in increasing market penetration for Active Duty Client Families. Leverage best practices from successful Districts and Advisors. Assist with the development and execution of a national program designed to accelerate First Command’s creation of new military clients. Military Market Strategy & Vision - Assist FC’s Leadership in updating and aggressively implementing a strong First Command Military Engagement and Market Vision and Strategy. Source of Legal/Regulatory Expertise - Serve as source of expertise on laws and regulations applicable to the military to include DoD and Service Department regulations. MCRMC Recommendations for Promoting Service Members’ Financial Literacy - Assist in effort to follow through on the MCRMC’s recommendations for promoting Service Members’ financial literacy by developing and implementing a detailed plan to expand First Command’s on-base opportunities and by creating synergy between First Command and the FC Educational Foundation. On-Installation Bank/Credit Union Advertising Exclusivity - Lead effort to develop a legislative or regulatory fix expanding on-base advertising opportunities for off-installation financial institutions at MWR events. Propose legislation and regulatory changes to the DODFMR, DoDI 1344.07 and related Service Department Regulations. Military Installation Solicitation Program - Organize and lead an Installation Solicitation Program for Advisors IAW DOD and Service Department guidance. Fight denials. Morale Welfare Program (“MWR”)/Marine Corps Community Services (“MCCS”) - Provide guidance, review and monitor Home Office and DA MWR/MCCS corporate sponsorship agreements. Aggressively assist and troubleshoot for DAOs and DAs regarding installations where there are MWR sponsorship challenges. Assist DAOs, DAs, Advisors and Home Office Leadership/Staff (particularly Strategic Marketing Consultants) on Military-Related Matters - Assist DAOs/DAs with installation access issues; e.g., command/client complaints, solicitation, MWR sponsorship, financial education/literacy classes with on-installation organizations; e.g., federal employees, private organizations, clubs, other than active duty military personnel. Assist with coordinating office calls and visits with military installation leadership, staff and JAGs. Instruction/Classes - Provide classes, instruction and resources for DAOs, DAs, Advisors, AAs and HO staff re. military regulations, issues, solicitation, MWR sponsorship, and other military-related topics. Military/Business/Private Organizations - Partner with HO staff and Field Leadership to liaison with military, business, and private military and non-profit organizations. FC MAB/District MACs - Assist the company Military Advisory Board (“MAB”) and Local DA Military Advisor Councils (MACs”) with their charters, missions and activities. Reserve and National Guard Personnel and Units -Assist with Advisor access to Reserve and National Guard Centers and Armories to include giving financial education presentations. Monitor Performance - In conjunction with Advisor Operations and Marketing, monitor activity performance and access at Strategic Bases/Posts, productivity, and New Client Creation. Coordination and Reports - Coordinate with the company CEO, President, Chief of Staff; Advisor Operations; Chief Marketing Officer; DAOs/DAs; the Educational Foundation; and Legal & Compliance. Monitor performance. Provide regular SITREPS, updates and presentations to the President and ELT. Supervisory Responsibility: Full time supervision of Director, Military Affairs. Full time supervision of an Military Affairs Department Administrative Assistant.

Qualification and Experience

The candidate should have Graduation from an ABA-approved law school. Juris Doctor Degree. Should have 10+ years of experience as an active duty Judge Advocate dealing with the laws and regulations applicable to the federal government in a wide variety of practice areas. Extensive practice with federal law and regulatory matters. Some trial or litigation experience preferred. Admission to practice and current good standing as an attorney in any State. Good standing in all states admitted to practice. General knowledge of the military services, installations and regulations. Ability to analyze legal questions, apply legal principals, determine potential consequences and present facts and recommendations in a clear and logical manner. Excellent legal research and writing skills.
