Paralegal Specialist (Freedom of Information Act/PA) - GS-0950-09/09 The candidate will process Freedom of Information Act (Freedom of Information Act) and Privacy Act (PA) requests received by the organization, from initial evaluation to final document release or denial. Specifically, will: Process a full range of Freedom of Information Act/Privacy Act actions, prepping affidavits, litigation reports, correspondence, notices, internal memoranda, or other documentation as necessary; Ensure that administrative procedures for receipt, control, processing and responding to requests are adequate to comply with statutory time limits of Freedom of Information Act/Privacy Act , including procedures for searching for and obtaining responsive files and expedited review by management and/or legal staff of proposed final actions; Coordinate with Freedom of Information Act/PA Officers in other organizations on Freedom of Information Act/PA matters to include requests, appeals and litigation, ensuring that the Freedom of Information Act/PA office has the necessary reference materials, equipment, and supplies to accomplish its mission; Assist in the preparation of approval packages to include Federal register notices, matching agreements between agencies, and justifications required for the Department of Homeland Security and the U.S. Immigration and Customs Enforcement; and Monitor the status of cases, respond to inquiries, and provide customer service to both internal and external customers, the public, and management.

Qualification and Experience

The candidate should have following qualifications:
GS-09: Must possess one of the following: Experience: 1 year of specialized experience at the GS-07 level performing duties such as applying extensive knowledge of the provisions of the Freedom of Information Act (Freedom of Information Act), the Privacy Act (PA) and the Code of Federal Regulations (CFR) laws, regulations and policies to ensure that information is lawfully released or withheld; applying extensive knowledge of the principles, concepts and methods of legal research and analysis to review documents for potential release of information; processing a wide range of Freedom of Information Act/PA actions; preparing affidavits, litigation reports, correspondence, notices, internal memoranda, or other documentation as necessary; and performing detailed analysis and evaluation of requests to determine whether the information sought is subject to release under Freedom of Information Act/PA regulations or is eligible for exemption from release. OR, Substitution of Education for Experience: You may substitute a Master's degree or 2 full years of graduate education in a qualifying field or a L.L.B./J.D. degree for the experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 hours semester or 54 quarter hours. Combination of Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirement for the GS-9 grade level. National Service Experience (i.e. volunteer experience): Experience refers to paid and unpaid experience, including work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
