Staff Attorney II The candidate shares responsibility with other legal and advocacy staff for providing information, technical assistance, outreach and training, and representation in administrative and judicial proceedings to clients with disabilities. Under the direct supervision of a Managing Attorney and in collaboration with other company attorneys and advocates in their legal, advocacy, and outreach efforts. Will work in the Lanterman Practice Group. Through a combination of legal representation and systemic advocacy, the Lanterman Practice Group works to enforce the rights of people with intellectual and developmental disabilities to: avoid institutionalization; live and work at a competitive wage in integrated, community settings; and address disparities in access to services and supports for regional center consumers from language and ethnic-distinct communities. Also has expertise in one or more substantive issue areas, handles complex legal matters, and provides leadership and mentoring to other company legal advocacy staff. Provide information and short-term assistance to company clients. Represent clients in negotiations, mediations, and judicial and administrative proceedings. Lead and/or participate in impact litigation. Participate in public policy activities including to, the reviewing and drafting of legislation and regulations, and participating in committees, coalitions, and stakeholder groups. Engage in community-based advocacy, outreach, and training to disability communities and organizations, particularly to underserved communities. Prepare training materials, publications, reports, and special projects. Conduct interviews, review and analyze documentary evidence, and perform other investigatory activities. Assist with company organizational development and planning, including the planning and development of company’s Advocacy Services Plan, and participate in statewide teams. Travel within California and occasionally outside of state. Supervise and mentor law clerks and mentor other staff as assigned. Provide technical assistance and substantive training to other company staff in areas of expertise. Other duties as assigned.
Qualification and Experience
The candidate must have J.D. Degree. Should have California State Bar membership; or eligible to practice under the Registered Legal Services Attorney Program (admitted to practice in another state and eligible to practice in California for three years under the California State Bar rules for the Registered Legal Services Attorney Program, and required admittance to the California Bar within three years.). Should have 3 years experience as an attorney in the practice of public interest law or 4 years experience as an attorney directly representing clients in administrative hearings and litigation. Judicial clerkships or externships may be counted as 0-1 year of legal experience. Should have experience working with or sensitivity to individuals with disabilities. Must have experience working with or sensitivity to individuals from ethnic or language distinct communities. Must have ability to conduct research and analyses of pertinent legal authority. Should have ability to analyze complex problems and develop creative solutions. Must have effective communication skills sufficient to represent clients in legal hearings, meetings, negotiations or administrative proceedings, to actively promote legal, policy and legislative developments at state and local government levels, and to develop and conduct trainings.Knowledge of laws, rights, and services as they pertain to people with intellectual and developmental disabilitie is preferred. Familiarity and/or extensive contacts with one or more of the following: homelessness, criminal justice, substance abuse or Gay/Lesbian/Bi- exual/Transgender/Intersex (LGBTI) communities is preferred. Desired: Experience in client representation in negotiations, mediations and administrative or judicial proceedings. Experience in the disability rights movement and/or extensive contacts in the disability community. Experience with and/or extensive contacts in ethnic or language distinct communities. Ability to read, write and speak Spanish or an Asian language with sufficient fluency to do client interviews and conduct trainings (highly desirable) is preferred.
