Assistant City Attorney II Duties: Performs a variety of professional duties including: providing legal services for all departments, boards, commissions, and agencies of the City. Prepares legal documents and renders legal opinions; researches a multitude of legal issues for the City Attorney, and any other legal needs that the City may require. Performs legal research and prepares opinions, briefs, pleadings, memorandum, and correspondence on various legal matters in Municipal, State and Federal Courts, and for various boards, departments, and commissions of the City. Reviews open records requests and prepares responses to same including preparing requests for opinions from the Texas Attorney General's Office. Serves as back-up attorney for the Municipal Court Prosecutor and prosecutes traffic citations and class C misdemeanor criminal cases for the Laredo Police Department. Consults, reviews and prosecutes municipal court cases including handling Municipal Court Appeals to County Court, Zoning and Planning code, care of premises, and Building code ordinances violations. Provides legal assistance to assigned departments of the City; attends meetings and conferences as needed. Negotiates, mediates, consults and advises specific departments on legal matters as assigned by City Attorney. Reviews need for and drafts ordinances, resolutions, contracts, deeds, leases, and other legal documents and instruments for city departments; reviews such documents and offers informal opinions as to legal form and substance. Represents the City in grievances that go to arbitration, meditation or informal negotiation forums as well as in cases before the Civil Services Commission. Represents the City in arbitration hearings before the American Arbitration Association and before the Firefighters' and Police Officers' Civil Service Commission of the City of Laredo, in matters of discipline or contract disputes. Acts in the place of the City Attorney as needed in advising City Manager, Mayor and City Council. Performs other duties as assigned.

Qualification and Experience

Qualification Requirements: Doctorate of Jurisprudence degree from an accredited law school. AND 2+ years of experience in practicing law in the State of Texas. Certificate of admission to the Bar of the State of Texas and eligibility to practice law before the courts of the State of Texas and federal courts is required.

Other requirements : Knowledge of City, State, Federal, Common, and Constitutional laws affecting the City government. Knowledge of the rules of civil procedure and the rules of evidence, both state and federal. Knowledge of the judicial procedures and rules of evidence. Knowledge of established precedents and source of legal reference applicable to City activities. Ability to practice in State and Federal Court for the Southern District of Texas. Ability to analyze and prepare a variety of legal documents. Ability to conduct research on legal problems and to prepare legal opinions. Ability to express ideas clearly and concisely, both orally and in writing. Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language. Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.
