Attorney IV The candidate provides legal counsel and advice to appointing authority and various staff (e.g., director, deputy directors, office/bureau chiefs) orally and in writing on policy development and implementation regarding purchasing, contractual and grant issues raised by the department's programmatic and administrative offices and bureaus. Provides legal advice regarding the contracting and bidding process ensuring compliance with Ohio Revised Code, Ohio Administrative Code and all other applicable laws and statutes; develops policies and procedures consistent with requirements and sound management practices. Works with office and program staff to develop specific deliverables. Drafts and reviews requests for proposals, contracts and modifications. Advises on competitive selection procedures. Participates in discussions and negotiations with outside entities such as bidders, vendors and contractors. Keeps chief of Procurement Services and General Counsel informed of status of contracts, bid processes and project development; recommends changes in contract policies; ensures compliance with criteria for contract process. Researches and analyzes state's requirement for wide range of goods and services, writes and designs technical standards and specifications for competitive bidding of goods and services. Prepares solicitation documents using specifications, monitors industry trends and state regulations to maximize chances for effective award, designs solicitation documents with proper contract language to allow for logical evaluation of competing bids and to allow for post-award contract enforcement. As requested, provides legal analysis of fiscal law matters. Researches federal and state statutes, regulations and cases in order to prepare opinions and recommendations regarding legal questions received from various department staff. Provides legal advice to the Grant Services Unit as necessary. Prepares and delivers speeches and training to department staff, public organizations and private organizations as assigned. As assigned, serves as a member of a disaster recovery/business resumption team, incident response team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations. Completion of 24 credit hours of continuing legal education from accredited programs for applicable two-year reporting period pursuant to Rule X of Rules of Government of Bar of Ohio. Current certificate of registration pursuant to Rule VII of Rules of Government of Bar of Ohio is needed. Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 12 months of experience as licensed attorney; 6 mos. exp. in employee training and development is needed.
