Manager Dartmouth Hitchcock Privacy Program Responsibilities: Coordinates and manages enterprise D-H Privacy Program to ensure consistency in practices across the system. Assists in the development, implementation and maintenance of policies and procedures to address organizational and regulatory compliance requirements. Recommends changes and updates to privacy-related policies/procedures, forms, checklists, audit and analysis tools and other guidance documents for the Privacy Program to ensure that D-H maintains practices and documents that are current and appropriate. Promotes compliance program elements and communicates the organization's key privacy messages to foster HIPAA awareness within D-H and with related entities and business associates. Develops and delivers privacy training to D-H workforce and other appropriate third parties. Assists in the development and review of annual training and communication plans. Manages D-H's Patient Privacy Auditing and Monitoring Program, including assisting with the development of the annual auditing plan and developing and maintaining auditing and monitoring policies and procedures. Oversees privacy risk assessments, data analysis, and patient record access audits. Coordinates with applicable business units to ensure business associate agreements are in place with appropriate third parties and are in accordance with regulatory requirements. Ensures violations of privacy policies, procedures, and standards are investigated and resolved. Designs and maintains processes to intake, track, review and resolve violations and to communicate and document applied sanctions. Mitigates any harmful effect that is known to the organization from the use or disclosure of protected health information in violation of policies, procedures, and standards. Coordinates privacy committees and workgroups, including agenda and material preparation, minutes and follow up. Prepares reports and other documentation for distribution to management, committees and other oversight groups. Acts as organizational point person for privacy-related questions and reports. Administers the personnel management function. Hires, schedules, trains, counsels, and evaluates employee performance. Follows through on disciplinary procedures. Performs other duties as required or assigned.
Qualification and Experience
Qualifications: Bachelor's degree with 5 years of combined health information management and supervisory experience, or JD Degree with 2+ years' experience in privacy or health care law, or the equivalent in education and experience (e.g., compliance program experience). Certification in Healthcare Privacy (CHP) desired. Must have the ability to understand and interpret healthcare law and policy issues. Excellent organizational, presentation, interpersonal, oral, and writing skills. Strong project management skills and the ability to collaborate with all levels of staff throughout the institution. Experience with electronic medical records preferred.
