Part-time Assistant General Counsel II The candidate will perform a wide variety of tasks under the supervision of the General Counsel. Will handle public records requests. Responsible for occasional appearances at the Massachusetts Commission Against Discrimination (MCAD)/the Equal Employment Opportunity Commission (EEOC) and preparation of agency filings. Provide litigation support for the Attorney General's Office or the Human Resources Division when they represents DYS in court or in arbitrations. Handle legal research and writing for the General Counsel and the agency on particular legal issues affecting the agency and its employees. Review employee background checks. Answer legal questions from and provide legal advice to agency staff in the Central Office and the field. Research and draft DYS policies and regulations. Analyze and draft legislation. Conduct occasional sensitive internal agency investigations, including interviewing witnesses, collecting documents, analyzing evidence and writing a final report. Research agency practice to ensure compliance with federal and state laws, and administrative regulations. Learn agency practice, research national best practices, and formulate recommendations for agency policy on certain issues. Oversee special projects for the General Counsel's Office.
Qualification and Experience
The candidate should have a J.D. degree from an accredited law school, a current license to practice law in any state in good standing, and 3+ years of experience working as an attorney. Litigation experience, including trial work, is required. Should have experience in the public sector, human services, or juvenile justice field. Experience in criminal law, labor and employment law, contracts, real estate, and issues of privacy and confidentiality is needed. Strong academic record is essential. Superb online legal research skills are required. Excellent editing and writing skills are essential. Must have knowledge of CORI, FIPA, HIPAA, and the Massachusetts Public Records law.
