Paralegal Duties: Responsible for the following activities within an approximate 25 state region: conducting due diligence and acquiring alcohol licenses for approximately 40 - 50 new restaurant openings annually; supervising and obtaining non-alcohol licenses related to those openings; monitoring and reviewing compliance regulations and providing legal guidance to Operations and RSC departments, thus ensuring compliance with federal, state and local regulations; resolving alcohol-related administrative cases; completing special projects as directed. The Paralegal will maintain active communications with his/her Manager, his/her team members, key personnel within the Development Department, all levels of Operations, and additional personnel within RSC departments. Conduct due diligence for new sites, within CPR timing guidelines. Communicate and consult with Development regarding license availability, timing, cost, unique legal requirements/restrictions, and alternative acquisition strategies. When applicable, coordinate SUP/CUP process with site plan approval and communicate any SUP/CUP conditions to Development and Operations. Obtain preliminary license approval, when available, prior to real estate contract/lease contingency waiver. Obtain new alcohol licenses, within established internal guidelines, including: negotiating license purchase prices; drafting license purchase contracts; negotiating attorney and consultant service fees; preparing and submitting accurate and complete government applications; creating hearing materials; preparing outside counsel, Operations personnel, or others for hearing appearances; and, coordinating final inspections and the satisfaction of all government requirements necessary for final issuance of the license. As directed, supervise and obtain non-alcohol licenses in order to meet team's internal deadlines. Effectively research and interpret existing codes and regulations to determine operating requirements applicable to our restaurants (i.e., server ages, alcohol sale hours, employee permits, mandatory alcohol training). Investigate, research, and analyze new/proposed legal requirements affecting restaurant operations. Provide operations teams and RSC depts. (i.e., Marketing, Employee Relations, Training, etc.) with effective communication and recommendations regarding the impact of these changes on company practices and policies. Investigate and effectively dispose of alcohol related administrative cases, with an eye toward avoiding suspensions and/or reducing monetary penalties, thereby maintaining the company's brand image and mitigating financial impact. Participate in government agency audits by compiling materials and negotiating with auditors. Ensure audit results are shared with Operations teams and appropriate departments to educate and ensure any necessary corrective actions are taken. Ensure compliance with requirements, specific to entities holding alcohol licenses, by providing accurate and effective advice and recommendations to Corporate Secretary, Corporate Tax, Treasury and Sales/Cash and conducting annual meetings. Promptly respond to field calls from Operations utilizing system surveys (i.e., server ages, local liquor regulations, inspections, etc.). Maintain and continuously update system surveys ensuring database information is current, accurate, and consistent. Obtain approvals for and coordination of alcohol inventory transfers for restaurant closings, rebuilds and relocations. Acquire additional and supplemental licenses for existing restaurants and for special events. Oversee work performed by outside counsel and manage outside counsel fees to ensure adherence to budget. Complete special projects as directed by department leadership team.

Qualification and Experience

Qualifications: Bachelor's degree in Legal Studies, Business, Finance, or related field. 3+ years of direct experience interacting with regulatory agencies, with preference to those with experience in alcohol licensing or comparable regulated industries. Extensive and demonstrable experience researching and interpreting statutes, codes, rules and regulations. Exceptional written and verbal communication skills. Knowledge, experience, and understanding of the terminology, processes and procedures related to alcohol licensing and compliance or other comparable regulated industry preferred.
