Compliance Paralegal - Contracting Services Department The candidate will serve as a principal resource in the administration of the Laboratory Procurement Compliance and conflict of interest (COI) programs. Will provide guidance and support to Laboratory Procurement and COI issues, both organizational and personal, related to procuremtent, subcontracts and LL issues. Establish and maintain procedures and manage associated TCO database necessary to manage the Laboratory’s COI Program, including to refresher training; initial training; interface with Laboratory procurement personnel and management; Laboratory subcontractors documentation and plans and maintain spreadsheets to document compliance activity. Serve as a principal TCO Compliance interface with and manage outside sources; conduct reviews of Laboratory Subcontractors, Procurement and TCO plans. Negotiate changes to seek out plans as necessary to assure compliance with Laboratory procedures and policies. Address and resolve contractual and fact based determinations concerning compliance and the ability to assume responsibility for Procurement and TCO analysis for FFRDC prime contract and DoD Sponsoring Agreement. Perform other related and ancillary duties as assigned; for example: prepare reports, conduct studies, maintain data base, records management, attend meetings/conferences, conduct Training sessions, answer inquires and gather data at the request of the TCO Ethics and Compliance Team Lead.
Qualification and Experience
The candidate should have bachelor’s degree or equivalent combination of education and experience. Should have 1+ year of experience in working in legal/compliance administration and management, contract administration, knowledge of Procurement and TCO regulations and practices, ethics, Federal Acquisition Regulations (FAR/DFAR), subcontract parameters, legal principles, technology required. Experience with SAP is desired
