Contract Specialist, GS-1102-12/12 Duties: The candidate will plans approach to meet contracting objectives for wide variety of requirements. Performs market research/analysis to determine availability; analyzes market trends, commercial practices, conditions/technological advances & determines sources to be solicited. Determines appropriate procurement method using wide range of contracting methods & contract types. Selects contracting approaches, techniques & procedures to solve variety of problems. Analyzes contracting issues & recommends best course of action. Performs acquisition planning with program manager/customer, technical, legal, finance & contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria & incentive/award fee provisions. Exercises latitude in dealing with problems arising during pre-award phase of procurement. Plans & carries out work, selecting approaches & techniques used & determines actions taken on assigned contracts. Uses judgment interpreting guidelines, adapting procurement procedures & recommending solutions to problems. Provides business advice & assistance to technical personnel involved in development of performance work statement/statement of work or data requirements. Reviews requisition packages for adequacy & compliance with administrative, regulatory & procedural requirements, consistent with market practices/conditions. Reviews procurement requests to determine if, based on market analysis, requirement can be performed by small business; actively solicits small businesses and wide range of socioeconomic groups. Prepares applicable determinations/findings. Assists with development of evaluation criteria to determine source selection & "best value" requests for proposal, including utilization of past performance data & technical qualifications for awards based on other than lowest price. Resolves problems that limit competition & modifies clauses that discourage potential offerors. Conducts pre-proposal/pre-bid conferences & modifies requirements as necessary. Procures wide variety of services, commodities & construction. Applies statutory requirements, regs, policies, procedures, business & industry practices, market trends, GAO & Comptroller General Decisions, public law, case law & precedents to all acquisitions. Contracts assigned may contain variety of unique attributes such as special handling provisions or other specialized terms/conditions, unfavorable market conditions & limited competition/sole source requirements. Ensures price schedule is properly structured, prepares solicitation, determines sources, issues solicitations & amendments & determines acceptability of offers based on analysis of financial & technical information. Obtains & reviews subcontracting plans. Recommends competitive range. Conducts conferences to discuss proposals received; performs price or cost analysis; plans & conducts negotiations on price, technical requirements, terms & contract conditions. Determines need for final proposal revisions. Recommends award. Prepares final contract to include appropriate standard clauses & special provisions, final pricing, payment terms & incentives. Documents reason for decision & justifies basis for award. Prepares response to protests, fully documenting & defending Government's position. Takes necessary corrective action resulting from protest. Enters contractual information into contract writing system software. Executes post-award contract performance management. Monitors & evaluates contractor performance for compliance with contract terms/conditions & ensures timely submission of technical progress reports & performance metrics. Makes field site visits to detect & correct labor standard violations, takes appropriate action to expedite delivery/performance when required, monitors contractors' use of government-furnished property & issues change orders. Obtains additional funds or de-obligates funds. Negotiates & prepares contract modifications for changes in technical requirements, quantities, ordering unpriced options & similar issues. Creates modifications for corrective action. Analyzes wide variety of contract administration problems. Reviews contractor invoices for completeness, allow ability, allocability, use of proper approved rates & conformance with contract terms/conditions & approves/disapproves/certifies payment. Prepares contract modifications, administrative change orders & supporting documents for contract actions including termination. Recommends cure or show cause notices. Determines liquidated or actual damages for nonperformance & recommends termination action. Prepares replies to other agencies, appeal boards or congressional inquiries. Reviews completed official contract file to determine that all contractual actions are satisfied, there are no pending administrative actions, file documents are signed, there are no litigation actions pending & contract is complete in every respect & ready to be closed.
Qualification and Experience
Qualifications: Must have at least 1 year of pqe and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. Or The graduate education must be in one of –or– be a combination of the following required disciplines: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or, one full academic year of graduate law school, or superior academic achievement in a law school program. Also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position.
