DHS Policy Foreign Investment Compliance Analyst Duties: Will form part of a multidisciplinary team advising the Director for Foreign Investment Risk Management (FIRM), the Under Secretary for Policy, and other senior DHS leadership on the national security risks posed by transactions before the Committee on Foreign Investment in the United States (CFIUS), the informal interagency working group known as Team Telecom and related transactional risk management programs, particularly as they relate to direct DHS equities and critical infrastructure for which DHS has Sector-Specific Agency responsibilities under Presidential Policy Directive 21. Will focus on supporting DHS transactional risk mitigation compliance monitoring and enforcement functions, including evaluation of deliverables required under various risk mitigation agreements, support for meetings and site visits, and tracking of compliance status issues. May also become involved in other facets of the active case review process, as necessary, including intra and interagency coordination; senior leadership briefing and preparation; threat, vulnerability, consequence, and risk analysis; and risk mitigation strategy development and implementation. May involve some domestic and international travel (typically 3-5 days every few months) to support risk mitigation compliance monitoring and enforcement activities.
Qualification and Experience
Qualifications: Master’s degree (business/public policy/international affairs/national security) or JD Degree plus 4-6 years professional experience strongly preferred. Preferred: Legal/paralegal work (particularly in a large law firm context). Auditing/corporate compliance, including private sector or government compliance activities (e.g., Defense Security Service (DSS) Foreign Ownership, Control, and Influence (FOCI) support). Strong candidates will possess some combination of the following knowledge: Experience reviewing complex business organization charts to determine points of ownership and control. Understanding of the key differences between different types of business structures. Broad working knowledge of the Department of Homeland Security (DHS). Broad understanding of homeland security issues and programs. Broad working knowledge of the telecommunications industry and cybersecurity issues. Strong candidates should also have significant experience with: Utilizing and developing tracking and filing systems, such as SharePoint. Producing comprehensive written reports using presentations and notes. Building and maintaining interpersonal relationships across industry and other agencies to facilitate discussion on agreements and reports. Writing for and briefing senior executives/leadership. Intra- and interagency coordination. Consuming information from the Intelligence Community. Strong candidates will also possess the following general skills/aptitudes: Well-organized, detail-oriented, and team-focused, with demonstrably strong interpersonal, research, and critical thinking skills. Comfortable working under multiple, competing, immutable deadlines, as the work requires significant direct interaction with the client regarding important time-sensitive tasks involving proprietary business sensitive and classified information.
