ProfileState Filing Manager The candidate will take the lead on certain state filings, while providing management and oversight on other filings. Manage state filing team of analysts, providing guidance on drafting, filing, and securing regulatory approval of various insurance contracts and related forms with a focus on speed-to-market. Develop state filing strategy in consultation with head of state filing department and lead analyst. Prepare state filing milestones document, identifying key deliverables in support of launch date, in consultation with both the head of state filing and the lead analyst. Recommend metrics for key deliverables as a means of measuring performance. Draft, or manage the drafting of, insurance contracts and other related forms in accordance with product specifications, using the mass customization drafting technique, in particular bracketing applicable contract values and terms. Research state insurance laws to ensure forms comply with applicable statutes and regulations. Prepare, or manage the preparation of, other forms included in state filing submission package, including filing description, statement of variability, checklists, drafts of actuarial materials, etc. Support team of analysts using “SERFF” (system for electronic rate and form filing), with a focus on strategy for filing as many states as quickly as possible. Respond, or manage responses, to objection letters from state regulators, using discretion on whether to consult with head of state filing department, particularly contract changes with systems implications. Provide guidance to direct reports on preparation of state filing status reports, and make recommendations on improvements. Manage the process for review and sign-off of systems output. Develop and maintain professional relationships with regulators, colleagues, and business partners. College degree, 4-year accredited college, required; JD or ASA preferred. 5+ years of state insurance filing and management experience required. Extensive experience working with business partners, industry colleagues, and state filing insurance regulators required. Demonstrated: industry knowledge and knowledge of insurance contracts; leadership and management skills, oral and written communication skills, negotiation, and project management skills required. Legal research skills and/or knowledge of actuarial science preferred.
