Assistant Chief Counsel The candidate will serve under the authority of the Deputy Chief Counsel. Will plan, supervise, direct and review the work of subordinate attorneys at the Attorney, Attorney III, Attorney IV and Attorney V levels. Provide direct and/or indirect supervision of all support staff and clerical personnel. Work closely with internal and external business partners, and work on or lead various projects which affect the Agency Legal and/or Claims departments. Responsible for overseeing the matters assigned to the unit, including: cases which may have potential major financial impact on Agency or which may have precedent-setting exposure; legal analysis of legislative materials and their impact on Agency's Legal department; and leading, and supporting, any and all efforts to quickly and efficiently design and implement a department restructure in order to improve and best serve Agency's subrogation efforts and results. Handle a large variety of administrative and leadership tasks quickly, accurately and to appropriate resolution. Ensure that all legal services including research, pleadings, appearances, negotiations and litigation is competently performed.

Qualification and Experience

The candidate must have 2 years of experience in the California state service performing legal duties at a level of responsibility equivalent to Staff Counsel (Range D) OR 5+ years of broad and extensive experience in the practice of law. Should have an extensive experience in conducting effective discovery, trials, and legal research within the field of tort law and/or subrogation, including competent knowledge of workers compensation. Must have knowledge of: Legal principles and their applications; legal research methods, court procedures, rules of evidence and procedure; administrative law and the conduct of proceedings before administrative bodies; provisions of laws and Government Code sections administered or enforced; principles of public administration, personnel management and supervision; the department's affirmative action program objectives; and a manager's role in the affirmative action program and the processes available to meet affirmative action objectives. Should have ability to: analyze legal principles and precedents and apply them to complex legal and administrative problems; present statements of fact, law and argument clearly and logically in written and oral form; draft opinions, pleadings, rulings, regulations and legislation; hold hearings and independently present difficult and complex cases in court; plan, organize and direct the work of a staff of attorneys; and effectively contribute to the department's affirmative action objectives.
