Associate General Counsel - Life and Annuity Products The candidate will support policy service operations and regulatory affairs areas. Will also provide counsel to business clients in a variety of areas such as insurance operations, legislative changes, new product implementation and administration, regulatory inquiries and market conduct exams. Work with actuaries, insurance and tax attorneys to implement operational changes required by new laws and regulations. Respond to regulatory inquiries involving market conduct examinations, data calls and regulatory investigations. Assist with the implementation of changes required to address market conduct findings or policyholder complaints where policyholder reconciliation and/or outreach may be necessary. Advise business leaders on new processes for cutting edge initiatives in 'e-commerce' and life insurance fulfillment operations. Monitor new legislative and regulatory requirements. Assist in the development and implementation of new training materials for the company's customer service personnel. Participate in new product development and implementation initiatives for term life, index universal life and universal life insurance products. Advise on tax liens and levies, garnishments and collections. Coordinate with litigation counsel on annuity controversies and structured settlement annuity factoring. Consult on the administration of individual policies and contracts including annuity claims and tax reporting. Advise on and draft offshore operations vendor contracts and work orders.
Qualification and Experience
The candidate should have a J.D. degree and admission to practice in at least one state. Virginia Corporate Counsel status expected, if not member of the VA Bar. Must have 5+ years of experience as a life insurance attorney responsible for life insurance product administration and working with regulators on compliance matters, market conduct exams and data calls. Experience with regulatory examinations and interacting with trade groups is required. Experience with new product development and the implementation of new life insurance products is also strongly desired. Demonstrated strong skills in legal analysis, legal counseling, personal interactions, and written and verbal communications are required. Working knowledge of reinsurance is preferred. Prior experience with structured settlement annuities is desired. Working knowledge of New York Insurance Law issues, particularly those pertaining to agent compensation, would be a plus. Health insurance regulatory experience and working knowledge of HIPAA and consumer privacy requirements is an asset. An understanding of life insurance main frame administration systems and their issues regarding new product implementation is a plus. Should have a working knowledge of insurance products, primarily life insurance and annuity products, and the regulatory requirements for their administration. An understanding of and prior experience with state insurance regulators is desired, particularly in the context of market conduct exams.
