Attorney III Duties: Under the general direction of the Assistant Chief Counsel (ACC), and in consultation with the Deputy for Health Policy and Reform, will work independently and in a team environment in the Health Policy Approval Bureau conducting health insurance policy form filing review involving complex issues, including network adequacy and mental health parity; providing formal and informal oral and written legal advice to the Insurance Commissioner on a variety of issues pertaining to the implementation of federal and state health insurance legislation; and conduct rulemakings to adopt necessary regulations. Exercises broad discretion and works independently or as a project leader with attorneys and other staff. Provide training and mentorship to other attorneys, paralegal staff, health specialists, and other units in the Department. Provides advice and counsel to the Deputy Commissioner for Health Policy and Reform, the Deputy Commissioner/Legislative Director, the Legislative Office, the Health Actuarial Office, and other bureaus within the Department. Advises and/or represents the appropriate Deputy in meetings with stakeholders, other state agencies, and the federal government. Advises regarding the Department’s rights, duties, and authority pertaining to health reform activities and policy.
Qualification and Experience
Requirements: Membership in the California State Bar. Desired: Strong background and relevant experience in Health Insurance and Medicare Supplement Law. Familiarity with the Insurance Code and related statutes and regulations; Familiarity with the California Administrative Procedure Act and in promulgating regulations; Experience reviewing, analyzing and drafting proposed legislation; Knowledge of laws, regulations, and trends relating to Federal and California health insurance requirements under the Affordable Care Act; Strong analytical and inter-personal skills; Excellent written and verbal communication skills; comfort and familiarity with personal computers and popular office software packages and extensive knowledge of legal research methods; Ability to meet multiple deadlines and perform under pressure; Ability to manage projects with minimal supervision.
