Financial Systems Specialist, GS-0501-11/11 Duties: Design and develop assigned pay and entitlement segments firm’s pay Systems Active Component with the view toward refining and increasing the responsiveness of the pay system at both central site and field pay offices. Answers highly technical questions pertaining to all facets of the firm’s system. Interprets programmer's and system's analyst's instructions regarding broad test criteria. As necessary, reviews systems and work flow charts, Decision Logic Tables (DLT's), and systems specification packages. Cooperates with policy and adjudication personnel to resolve systems deficiencies. Identifies the program problems and recommends possible solutions. As required, conducts special systems tests on specific problems. Participate in monitoring, testing, evaluation, and implementation of system changes developed by the firm. Designs new pay procedures and systems to comply with legislative requirements and to make such systems/procedures responsive to known or anticipated changes or revision. Independently research current system design to be able to write system change specifications for programmers. Answer highly technical questions pertaining to all facets of the firm’s system.
Qualification and Experience
Qualifications: 1 year of pqe in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Writing system change requirements for complex automated Payroll systems from high level change requirement requests and user-provided deficiency reports; evaluating and interpreting payroll policies, regulations, and statutes; ensuring Payroll system compliance with those directives; analyzes and evaluates payroll system architecture and processes within the daily function of Payroll system; updating Payroll system user documentation including system administration guides, quick references, and help documentation; and executing software test plans. Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or L.L.M. may be substituted to meet the specialized experience requirement. Must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Deadline: 3 August 2016.
